"Plain Speaking: A Sudra’s Story"-A.N.Sattanathan

தமிழக அரசியலை ஓரளவு பின்தொடர்பவர்களுக்கு இந்தப் புத்தகத்தை எழுதியவரை அறிமுகம் எதுவும் செய்யத்தேவையில்லை என்று நினைக்கிறேன். இவர் கொடுத்த அறிக்கையின் ஒரு பகுதியை செயல்படுத்திய எம்.ஜி.ஆர், அடுத்து வந்த நாடளுமன்றத் தேர்தலில் படுதோல்வி அடைந்தார். இவர் மெட்ராஸ் பிரசிடென்சியின் Collectorate of Salt Revenue and Central Excise(1942-44) இருந்தபோது உருவாக்கிய எக்ஸைஸ் வரிவிதிப்பு முறை இந்தியா முழுவதும் கடைபிடிக்கப்பட்டது. தற்போது ஒரு ஐந்தாறு வருடங்களாக இடப்பங்கீடு தொடர்பான விவாதங்களில் அதிகம் புழங்கப்படும் Creamy Layer என்ற வார்த்தையை 1969களிலேயே Upper Crust என்ற பதத்தில், தமிழ்நாடு பிற்படுத்தப்பட்டோர் நலத்துறைத் (Tamil Nadu Backward Classes Commission) தலைவராக இருந்தபோது இவர் சமர்ப்பித்த அறிக்கையில் பயன்படுத்தியுள்ளார் . இவர் பெயர் சட்டநாதன்.

தென்தமிழ்நாட்டில், செங்கோட்டை என்னும் ஊரில், வறுமைவாய்ந்த, மிகவும் பிற்படுத்தப்பட்ட படையாச்சி என்னும் சாதியில் பிறந்த சட்டநாதன் அவர்களால் ஒரு குயர் நோட்டில், 48 வருடங்களுக்கு முன்பு எழுதிவைத்திருந்த அவரது சிறுவயது வாழ்க்கைக் குறிப்புகள்தான்(Memoirs) இந்தப் புத்தகம். இதைத்தான் அவருடைய பேத்தி, உத்ரா நடராஜன் அவர்கள், Plain Speaking: A Sudra’s Story என்ற பெயரில் புத்தகமாக வெளியிட்டுள்ளார்கள். இதுபோக இவர் சென்னைப் பல்கலைக்கழகத்தில் திராவிட இயக்கத்தைப் பற்றியும், தமிழ்நாட்டில் உள்ள சாதிகளைப் பற்றி ஆற்றிய மூன்று உரைகளும் தொகுக்கப்பட்டுள்ளது.

இருபதாம் நூற்றாண்டின் தொடக்க காலத்தில பிறந்த சட்டநாதன்(1905) தன் குடும்ப அமைப்பில் ஆரம்பித்து, தன்னுடைய பள்ளி,கல்லூரி வாழ்க்கையைப் பற்றிச் சொல்லி, தன்னுடைய இரண்டாவது வேலையில் சேர்வதோடு( 1928) இந்தப் புத்தகம் abrupt ஆக நிறைவடைகிறது. இவர் ICS(IAS) படிக்க ஆசைப்படுவதும், அதற்காக வறுமையிலும் எப்படியெல்லாம் கடினமுயற்சி எடுத்தார் என்பதைப் பற்றி புத்தகத்தில் சொல்லிக்கொண்டே வருவார்.ஆனால் தீடீரென இரண்டாவது வேலையில் சேர்வதோடு அவரது குறிப்புகள் நிறைவுபெறும். படிக்கும்போது மிகவும் கஷ்டமாக இருந்தது.

தன் குடும்பத்தைப் பற்றிச் சொல்லும்போது “பெண்கள் நிறைந்த வீடு” (A House of Woman) என்கிறார். முதல் அத்தியாயதிலேயே தன் குடும்ப வறுமையை இப்படி சொல்லிவிடுகிறார்.

” Family records have no place among poor”.

இவருடைய தந்தை ஒரு இசைக் கலைஞர் மற்றும் விவசாயி. தன் தந்தை மிகவும் கண்டிப்பானவர் என்றும் தன் மகன் ஆங்கிலம் கற்று ஒரு அரசாங்க ஊழியனாகவோ அல்லது ஆசிரியராகவோ ஆகவேண்டும் என்று விரும்பியதாகச் சொல்கிறார். அதற்காக அவர் படும் கஷ்டங்களை படிக்கும் போது நெகிழவைக்கிறார். தன் கல்விக்காகத் தன் ஊர்பெரியவரின் உதவியை நாடும் இவர்..அந்தப் பெரிய மனிதர் குடும்பத்தினரை மகிழ்விக்க அவருடைய இயற்பெயரான முத்தையாவை மாற்றி சட்டநாதன் என்ற பெயர் இடப்பட்டதாகச் சொல்கிறார். தன் வறுமையையும் சமூக நிலையையும் பற்றிச் சொல்லும்போது இப்படிக் குறிப்பிடுகிறார்.

” In those days I seldom wore shirt. I had only my loincloth, and even if I had the customary towel which people carry on their shoulders, I was not expected to put it on my shoulders or cover my body with it.It had to be tied round the waist or carried on the arm. Otherwise it would indicate lack of respect and I stood the risk of being chastised.I never took that risk.No one would ask me to sit on the benches generally provided in the verandahs, and to sit unasked would have been a crime.Standing for hours together, often on an empty stomach, could never be pleasant experience for a boy”.

பள்ளிப் படிப்பு முடிந்தவுடன் திருவணந்தபுரத்தில் உள்ள கல்லூரியில் சேர்ந்து பி ஏ பட்டமும்..அதே கல்லூரியில் ஹானர்ஸ் பட்டமும் பெறுகிறார்..அந்தக்காலக் கல்லூரி மற்றும் சமூக வாழ்க்கை பற்றி நிறைய விஷயங்கள் தெரிந்து கொள்ளமுடிகிறது..உதாரணமா ஒன்னு...

“In the College unions and other associations, english was the only medium of speaking. We never had any one speaking to us in Tamil, and for students to have discussions in Tamil was unprecedented.”

“We Visited this temple occasionally. Admission was easier,but non-brahmans were not permitted to enter beyond a certain limit. From where we stood, we could, however,see the sanctum and the performance of the pooja by the priest. But what irritated us in this temple was the priest would not give the prasad-the sandal paste or holy ash-in our hands. He would throw it on a stone and the non-brahman devotees had to pick it up”

கல்லூரியில் தனக்கு அனைத்து விரிவுரையாளர்களும் குறிப்பாக திரு.கிருஷ்னமாச்சாரி அவர்கள் பெரும் உதவிபுரிந்ததாகச் சொல்கிறார். தன்னுடைய ICS படிக்க வேண்டும் என்ற கனவை யாரிடமும் சொல்லாமல் ரகசியமாக வைத்திருந்ததாகச் சொல்கிறார். படித்து முடித்தவுடன் அரசாங்க க்ளர்க் உத்தியோகத்தை நிராகரித்துவிட்டு கல்லூரி ஆசிரியர் பணியில சேர ஆசைப்பட்டதாக குறிப்பிடுகிறார். மதுரையில்(Madura) கல்லூரி ஆசிரியர் வேலையில் மாதம் 80 ரூபாய் சம்பளத்தில் சேரும் இவர்..அங்கிருந்தே ICS படிப்பிற்கு விண்ணப்பிக்கிறார். ஆசிரியர் உடுத்த வேண்டிய உடைகள் எதுவும் இல்லாமல் அவதிப்பட்டதாகச் சொல்கிறார்.

வேலையில இருந்த சமயம், ஹானர்ஸ் படிப்பு முடித்தவர்களுக்கு லன்டன் சென்று படிக்க மதிப்பென் அடிப்படையில் இரண்டு கல்வி உதவித்தொகை வழங்கப்படும் என்ற அறிவிப்பினையொட்டி அதற்கும் விண்ணப்பித்ததாகச் சொல்கிறார்.

“I applied for these scholarships, and was hopeful that here at least, at the higher level of Government, a first calss Honours graduate, from a very backward community,would receive encouragement.”

மதுரையில் 1 வருடம் பணிபுரிந்தவர் வேறு வேலை தேடும்படலமாக சிதம்பரம் அண்ணாமலைப் பல்கலைக்கழகத்தில் சேர நேர்முகத்தேர்வுக்குச் சென்றபோது மிகவும் புகழ் பெற்ற வரலாற்று ஆசிரியர் திரு. நீலகண்ட சாஸ்திரியை சந்தித்ததாகவும்..இவர் ICS தேர்வுக்கு தயார் செய்து கொண்டிருப்பதால் அந்தப் பணி தனக்கு மறுக்கப்பட்டதாகவும் குறிப்பிடுகிறார். அதன்பின் திருச்சியில் இருந்த தனது நண்பனின் உதவியினால் நேஷனல் காலேஜில் ஆசிரியர் பணியிட வாய்ப்பு கிடைத்ததாகக் குறிப்பிடுகிறார்…(இந்த வேலை கிடைக்க நடந்த நேர்முகத்தேர்வின் உரையாடல்கள் சிரிக்கவும்,சிந்திக்கவும் வைக்கிறது).

பத்து மாதங்கள் இந்தப் பணியில் இருந்ததாகச் சொல்வதுடன் அவரது குறிப்புகள் Abrupt ஆக, ICS தேர்வைப் பற்றி எதுவும் குறிப்பிடாமல் நிறைவடைகிறது. இவர் சென்னைப் பல்கலைக்கழகத்தில் திடாவிட இயக்கம் மற்றும் அதன் வளர்ச்சி அரசியல்பற்றியும், தமிழ்நாட்டின் சாதியமைப்பை பற்றி ஆற்றிய மூன்று உரைகள் தொகுக்கப்பட்டுள்ளது.

இருபதாம் நூற்றாண்டின் தொடக்க காலத்தில் ஒரு மிகவும் பிற்படுத்தப்பட்ட குடும்பத்தில் பிறந்த மனிதர்களின், சமூக,பொருளாதார நிலை மற்றும் வாழ்க்கை முறை பற்றி தெரிந்துகொள்ள விரும்புவர்கள் இந்தப் புத்தகத்தை சிறிதும் தயக்கமின்றி வாங்கலாம். குறிப்பாக இடஒதுக்கீட்டை எதிர்க்கும் இளைய தலைமுறையினருக்கும், Creamy Layer ( “Upper Crust” as per Sattanathan) பற்றி கிஞ்சித்தும் கவலைப் படாத அரசியல்வாதிகளும் இந்தப் புத்தகத்தைப் படிக்கலாம். இந்தப் புத்தகத்தை பதிப்பாளர்கள் யாரவது தமிழில் மொழி பெயர்த்தால் நானே 25 புத்தகங்கள் வாங்கி யார்தலையிலாவது கட்டத் தயார்.

கடைசியாக சட்டநாதன் அவர்களின் உரையிலிருந்து இடஒதுக்கீட்டைப் பற்றி 1970களில் கூறியது ஒரு குறிப்பு மட்டும் இங்கே

”There are two tendencies which have become noticeable. Reservation has helped the backward classes for nearly three decades from the 1920s to the 1980s - nearly three generations. The benefit of reservation has gone mostly to the few top castes amongst the backward, and to an increasing layer of upper crust in each caste. The filtration process has not been thorough or uniform. This is not surprising and to some extent unavoidable. It would be a step in the larger interests of society and of the backward classes themselves if a check is applied to both these tendencies. There has been thinking on these lines among administrators but the opposition of vested interests has been too strong to carry out the necessary pruning. But sooner or later the removal of two kinds of upper crust will become unavoidable, otherwise we will be encouraging the castes to form a class system within class system - not altogether desirable trend in a democratic and socialistic society.”

”சர்வதேச ரீதியில் பிரச்சனைக்குறிய விஷயமாக அம்மாநிலம் இருக்கும்வரை, அம்மாநிலத்தில் எதிர்க்கட்சி ஒன்று வளர்க்கப்பட வேண்டும் என்ற கருத்தை நான் விரும்பவில்லை”. ஜனநாயகத்திற்கு முற்றிலும் எதிரான இக்கருத்தைச் சொன்னவர் இந்தியாவின் நம்மர் ஒன் ஜனநாயகவாதி என்று புகழப்படுகிற ஜெயப்பிரகாஷ் நாராயனன் என்று சொன்னால் உங்களால் நம்மமுடிகிறதா? ஆம்! காஷ்மீர்பிரச்சனையின் தன்மை இதைச் சொல்லவைத்தது.

Child Malnutrition in India - ஊட்டச்சத்தில்லாத குழந்தைகள்

நாள் ஒன்றுக்கு பத்து இந்தியரை பலிவாங்கும் Swine Flu விற்கு நம் தினசரி செய்தித்தாள்களும்..தொலைக்காட்சி செய்திகளும் கொடுக்கும் முக்கியத்துவம்..தினமும் 3000க்கும் மேற்பட்ட இந்தியக் குழந்தைகளை பலிவாங்கும் ஊட்டச்சத்து குறைவின்மைக்கு ஏன் கொடுப்பதில்லை என்று யோசித்ததுண்டா?

இந்த Child Malnutrition பிரச்சனையைத் தீர்க்க ஏழு வழிகளை Lawrence Haddad என்பவர் The Hindu வில் எழுதியிருக்கிறார். அதிலிருந்து;

So what should be done? First, fund communities and local governments to undertake social audits of the ICDS services actually delivered. Let the ultimate customers rate the provision and make the results public. This will put pressure on local MPs and local providers.

Second, give the Comptroller and Auditor-General a bigger role in monitoring government action on nutrition. Their work is already cited by many, and they should be empowered to do more.

Third, simplify ICDS. There are too many interventions and too many age groups. It is complex to run, especially given the thousands of different contexts it has to adapt to. At the moment it tries to be all things to all people and runs the risk of satisfying none.

Fourth, find an effective cross-ministry mechanism to deliver food, care and health in combinations that work. Efforts to lift the curse of malnutrition must be unified.

Fifth, historically excluded groups must be involved in the design, outreach and delivery of nutrition programmes, reaching out to women from these groups in particular.

Sixth, introduce simpler but more frequent monitoring of nutrition status so that civil society and the media can hold the government and non-state actors to account for year on year slippage and reward them for progress.

Finally, develop new ways of teaching and doing research on how to improve nutrition. Reducing malnutrition is not just about health, agriculture and economics. It is also about politics, governance and power.

என்ற ஆறு தலைப்புகளில், இந்திய பத்திரிக்கைகளான இந்து,இந்தியன் ஏக்ஸ்பிரஸ், டைம்ஸ் ஆப் இந்தியா, ஹிந்துஸ்தான் டைம்ஸ், இந்தியா டுடே, டெலிகிராப் போன்ற பத்திரிக்கைகளில் வெளியான, பல்வேறு அறிவுஜூவிகள், அரசியல் தலைவர்கள், பத்திரிக்கையாலர்கள் எழுதிய 140 கட்டுரைகள் இந்தப்புத்தகத்தில் இடம்பெற்றுள்ளன. இந்தப்புத்தகத்தை உருவாக்க காரணமாக, ஜான் பில்ஜர் என்ற பிரபல பத்திரிக்கையாளர் தொகுத்த "Tell Me No Lies" என்ற புகழ் பெற்ற புத்தகம்தான் காரணம் என்கிறார் நிர்மலா லக்‌ஷ்மன். இந்தப் புத்தகத்தையும் படித்துவருகிறேன். இந்தப்புத்தகத்தைப் பற்றியும் அவசியம் எழுதவேண்டும்..பொறுமையாக பிறகு எழுதுகிறேன்.

”அடிக்கிறகைதான் அணைக்கும்” என்னும் பாடல் வரிகளுக்கு நம் ஆட்சியாளர்களின் நடவடிக்கைகள் சிறந்த எடுத்துக்காட்டாக விளங்குவதாக எனக்குத் தோன்றுகிறது. கடந்த சிலநாட்களில் படித்த இரண்டு வெவ்வேறு செய்திகள் இதை எழுதத்தூண்டியது.

தர்மபுரி மாவட்டத்தில் உள்ள செங்கோடிபுரம் என்னும் கிராமத்தில், கடந்த 60 வருடங்களாக வாழ்ந்துவரும் 56 தலித் குடும்பங்களை வெளியேற்றும்படி தர்மபுரி முனிசிபாலிட்டி நிர்வாகம் தீர்மானம் நிறைவேற்றி உத்திரவு பிறப்பித்திருக்கிறது. இந்த 56 தலித் குடுப்பங்களும் மறைந்த கம்யூனிஸ்ட் தலைவர் ஜீவானந்தம் அவர்களால் ஏற்படுத்தப்பட்ட காலனியில் குடியேற்றப்பட்டவர்கள்.

4.76 ஏக்கர் பரப்பளவு உள்ள இந்த காலனியில்..4.23 ஏக்கர் நிலம் தர்மபுரி காஸ்மோபாலிட்டன் க்ளப்பிற்கும், இதர சாதி இந்துக்களுக்கும் சொந்தமாக பட்டா வழங்கப்பட்டுள்ளதாகவும்..தலித் மக்களுக்கு இதுவரை எந்த பட்டாவும் வழங்கப்படவில்லை என்றும் இந்துவின் செய்தி கூறுகிறது. இது செப்டம்பர் 2ஆம் தேதி வெளிவந்த செய்தி.

செப்டம்பர் 5ஆம் தேதி வெளிவந்த ஒரு செய்தி தலித் மக்களுக்கான நல்வாழ்வு திட்டங்களைச் செயல்படுத்த தமிழக அரசு 138.76 கோடி ரூபாய் வழங்கியிருப்பதாக சொல்கிறது. இத்திட்டத்தின் மூலம் 1,16,800 தலித்மக்கள் பயனடைவார்கள் என்றும்..இத்திட்டம் The Tamil Nadu Adi Dravidar Housing and Development Corporation (THADCO) மூலம் நிறைவேற்றப்படும் என்றும் இந்துவின் செய்தி சொல்கிறது.

இந்த இரண்டு செய்திகளையும் படித்தபோது...தர்மபுரி முனிசிபாலிட்டி நிர்வாகத்தின்மேல் அடக்கமுடியாத கோபம் வந்தாலும் ..தமிழக அரசின் செயலை நினைத்து திருப்தி அடைவதைத் தவிற வேறு வழியில்லை என்றே எனக்குத் தோன்றுகிறது. அதோடு ”அடிக்கிறகைதான் அணைக்கும்” என்ற பாடல் வரியையும் நினைத்துக்கொள்கிறேன்.

இந்திய நீதித்துறை (Indian Judicial System)

என்ன சொல்வது என்றே தெரியவில்லை. சில செய்திகளைப் படிக்கும்போது, விசயத்தின் தாக்கம் காரணமாக மயக்கமோ அல்லது பேச்சுமூச்சற்ற நிலையையோ அடையும் காட்சிகளை சினிமாவில் மட்டுமே பார்த்திருக்கிறேன்..அதற்கு நிகரான ஒரு சம்பவம் நேற்று இந்துவில் வந்த இந்த தலையங்கக் கட்டுரையைப் படிக்கும்போது நிகழ்ந்தது.

இந்திய சிறைகளில் தற்போது அடைக்கப்பட்டிருக்கும் 70% பேர் குற்றம் சுமத்தப்பட்டு தீர்ப்புக்காக சிறையில் காத்திருக்கும் கைதிகள் (undertrials awaiting justice). இதில் திகிலூட்டும் செய்தி என்னவென்றால், சமீபத்தில் நடந்த முதலமைச்சர்கள் மற்றும் தலைமை நீதிபதிகளின் கூட்டத்தில் பிரதமர் மன்மோகன் சிங் சொல்லியிருப்பதுதான்.

Prime Minister Manmohan Singh told the conference of Chief Ministers and Chief Justices, many of them have been in jail “for periods longer than they would have served had they been sentenced.”

அதாவது, இந்த நீதிக்காக காத்திருக்கும் கைதிகளில் பலர், குற்றம் நிரூபிக்கப்பட்டு தண்டனை கிடைத்திருந்தால் எவ்வளவுகாலம் சிறையில் அடைபட்டுக்கிடப்பார்களோ அதைவிட அதிகமாகவே சிறையில் இருக்கின்றனர். குற்றம் எதுவும் நிரூபிக்கப்படாமல்..இதைப்படித்த போது எங்கே போய் முட்டிக்கொள்வது என்று தெரியவில்லை.

டெல்லி உயர் நீதிமன்றத்தின் தலைமை நீதிபதி என்ன சொல்கிறார் என்றால்,
Chief Justice A.P. Shah said in the report that "it would take the court approximately 466 years" to clear the pending 2,300 criminal appeals cases alone.

நீதித்துறையின் மிகமுக்கியக் குறிக்கோளாக அம்பேத்கர் சொன்னது..பல குற்றவாளிகள் தண்டிக்கப்படாவிட்டாலும் ஒரு நிரபராதி தண்டிக்கப்படக்கூடாது என்பது. தற்போதைய நடைமுறை அதற்கு முற்றிலும் கோனலாக உள்ளது.

The Mughal World புத்தகத்தைப் படித்துக் கொண்டிருந்தபோது சமகால அரசியல் நிகழ்வுகளோடு ஒத்துப்போகும் சில அரசியல் நிகழ்வுகள் சிலவற்றை வாசித்தேன். அதைப்பற்றிய சில குறிப்புகள்.

மொகலாயப் பேரரசில் மன்னரின் மூத்தமகனுக்கே பேரரசராக முடிசூடப்படும் வழக்கம் இருந்துவந்துள்ளது. சமகால அரசியலில் எனக்கு இங்கே நினைவிற்கு வந்த பெயர்கள் ..நவீன் பட்நாயக், குமாரசாமி, உமர் அப்துல்லா, ராகுல் காந்தி
( பேரரசர் இன் வெயிட்டிங்) ஆகியோர். கொஞ்சம் பின்னோக்கிச் சென்றால் நினைவுக்கு வருவது..சஞ்சய் காந்தி.அவருக்குப்பின் ராஜீவ், பரூக் அப்துல்லா, பிஜூ பட்நாயக்.

தற்போது உள்ள அனைத்து அமைச்சுப் பெருமக்களும் குறுநில மன்னர்கள்தாம்..அந்தவகையில் பார்த்தால் ஏகப்பட்டபேர் இந்த லிஸ்டில் தேறுவார்கள்..சுறுக் லிஸ்ட்: மாதவராவ் சிந்தியா--> ஜோதிராத்ய சிந்திய..ராஜேஷ் பைலட்--> சச்சின் பைலட்..பால் தாக்ரே---> உத்தவ் தாக்ரே..முரளி தேவ்ரா---> மிலிந் தேவ்ரா..சரத்பாவருக்கு ஆன் வாரிசு இல்லை அதனால்..அவரின் மகள் சுப்ரியா சூலே. ( இந்த லிஸ்ட்டில் இன்னும் நிறைய உருப்படிகள் தேறும்..அதுவும் மாநில அரசியலில் ஏகப்பட்டது தேறும்.. யோசிக்க நேரம் இல்லை..மிஸ்ஸான மினிஸ்டர்களை பின்னூட்டத்தில் சொல்லுங்கள்..இங்கே சேர்த்து விடுகிறேன்.

சிலசமயம் மொகலாய அரசியலில் அண்ணன்,தம்பிக்கு இடையே அரசாட்சியை குறிவைத்து பெரும் போர் மூழுமாம். காதல் மன்னன் ஷாஜகான் கூட தன் சகோதர..சகலப்பாடிகளை எல்லாம் கொன்றுவிட்டுத்தான் அரியனையைக் கைப்பற்றினாராம். பாபரும், ஹுமாயுனும் தன்னுடைய ஆட்சிக்காலத்திற்குப் பிறகு தன் வாரிசுகளுக்கிடையே அரசர் பதவிக்குப் போர்வரமல் தடுக்க..தனது சமஸ்தானங்களை (Kingdom?) மகன்களுக்குப் பிரித்துக்கொடுத்தார்களாம். அவர்கள் எழுதிவைத்த குறிப்பு எதையும் கலைஞர்.கருணாநிதி படித்தாரா என்று தெரியாது..ஆனால் பக்காவாக சமஸ்தானங்களைப் மூத்த மகன் அழகிரிக்கும்..இளைய மகன் ஸ்டாலினுக்கும் பிரித்துக்கொடுத்துவிட்டார். ஒளரங்கசீப் தன்னுடைய உயிலில் தன் சமஸ்தானத்தை அனைத்து மகன்களும் சமமாகப் பிரித்துக்கொள்ளவேண்டும் என்று விரும்பம்தெரிவித்திருந்தாராம்..ஆனால் அவரின் மகன் மூஜாம் வாரிசுப்போரில் வென்றது தனிக்கதை!

ஏறக்குறைய அனைத்து மொகலாய அரசர்களும் தத்தமது மகன்களின் எதிர்ப்பை எதிர்கொள்ளவேண்டியிருந்ததாம்..அக்பர்,ஜகாங்கீர்,ஷாஜகான்,ஒளரங்கசீப் இதில் அடக்கம். நம் வரலாற்றுப் பாடப்புத்தகதில் நல்லமனிதராகச் சித்தரிக்கப்படும் அக்பர்கூட அரசர் பதவியைப் பாதுகாக்க தன்னுடைய உறுவினன் அபுல் கசிம் என்பவரை கொன்றாராம். ஷாஜகானின் வாழ்க்கை வரலாற்றைப் பதிவுசெய்த முகம்மது சாலிக் கம்பு இப்படிச் சொல்கிறார்..” It is enitirely lawful for great sovereigns to rid this mortal world of the existence of their brothers and other relations, whose anihilation is conducive to the common good". இதைப் படிக்கும் போது எனக்கு இங்கே கொஞ்சம் ஸ்லைட்டா தயாநிதிமாறன்...மதுரை தினகரன் ஆபீஸ் எரிப்பு..இரண்டு பேரை உயிருடன் எரித்துக் கொலை செய்தது எல்லாம் நியாபகத்திறகு வந்தது!

மொகலாயர்களின் Bureaucracy.

மொகலாயர்களின் ஆட்சிக்காலத்தின் போது அரசாங்கப் பணிக்கு ஆட்களை நியமிக்கும் முறை ( bureaucracy ) குறித்து அக்பரின் அரசியல் ஆலோசகராக பணியாற்றிய அபுல் பசலின் குறிப்புகளில் இருந்து ;

1. அரசாங்கப் பணிக்கு அரசர் ஒருவரை நியமிக்கும் போது அந்த ஆணை முதலில் அரசவைக்குறிப்பில் பதியப்படுகிறது.

2. அதன்பின் இந்த அரசவைக்குறிப்பு சிலரால் சரி பார்க்கப்பட்டு பணிநியமன ஆணை தயாரிக்கப்படுகிறது.

3. இந்தப் பணிநியமன ஆணை மூன்று அரசாங்க அலுவலர்களால் தனித்தனியே சரிபார்க்கப்பட்டு உறுதி செய்யப்படுகிறது.

4. அதன்பின் இந்த ஆணை நகல் எடுக்கும் அலுவலகத்திடம் ஒப்படைக்கப்பட்டு அங்கே பணிநியமன ஆனையின் சுருக்கமான வடிவம் தயாரிக்கப்படுகிறது. இந்த வடிவம் நான்கு வெவ்வேறு அதிகாரிகளால் சரிபார்க்கப்பட்டு உறுதிசெய்யப்படுகிறது.

5. உறுதிசெய்யப்பட்ட ஆணை, அமைச்சர் ஒருவரால் சீல் செய்யப்பட்டு ரானுவ அமைச்சகத்திற்கு அனுப்பப்பட்டு பணிவிபர அறிக்கை தயார் செய்யப்படுகிறது.

6. இந்த பணிவிபர அறிக்கையை சமர்ப்பித்தவுடன், ஊதிய அறிக்கை தயார் செய்யப்படுகிறது. இந்த ஊதிய அறிக்கை பல ஆவணங்களில் பதிவு செய்யப்பட்டபின் நிதி அமைச்சகத்திற்கு அனுப்பப்படுகிறது.

7. நிதி அமைச்சகமும் தன் பங்கிற்கு பணிவிபரம் மற்றும் ஊதியவிபரங்களை பல ஆவணங்களில் பதிவு செய்தவுடன், தனி அறிக்கை ஒன்றை மன்னருக்கு அனுப்பி வைக்கிறது.

8. மன்னர் இந்த அறிக்கையை படித்து ஊதிய விவரங்களுக்கு அங்கீகாரம் கொடுப்பார். அதன்பின் புதிய ஊழியறுக்கான ஊதியப்படி அறிக்கை தயாரிக்கப்படுகிறது.

9. இந்த ஊதியப்படி அறிக்கை மறுபடியும் நிதியமைச்சர், ஊதிய ஆனைத்தலைவர் மற்றும் ரானுவ கணக்காளரின் ஒப்புதலுக்கு அனுப்பப்படுகிறது.

10. இந்த ஊதிய அறிக்கையின் படி ரானுவ கணக்காளரால் ஊதிய ஆணை தயாரிக்கப்படுகிறது.

11. இந்த ஊதிய அறிக்கையில் வெவ்வேறு அமைச்சகத்தைச் சேர்ந்தவர்களின் ஆறு கையெப்பங்கள் வாங்கப்பட்டு அரசு கருவூலத்திற்கு அனுப்பப்படுகிறது.

12. அரசு கருவூலத்தைச் சேர்ந்த அதிகாரிகளால் ஆறு கையெப்பங்களும் சரி பார்க்கப்பட்ட்டு ஊதியம் பெறுவதற்கான ஆனை வெளியிடப்படுகிறது.

” ஒலரங்கசீப் (ஒளரங்கசீப்) பாடம் எப்ப நடத்துவீங்க டீச்சர்”? என்று கேட்டு சாவித்திரி டீச்சரிடம் கொட்டு வாங்கிய மூன்றாம் வகுப்பின் பள்ளி நாள் இன்றும் நினைவில் உள்ளது. மொகலாய மன்னர்களின் பெயர்களை எங்கு படித்தாலும் (குறிப்பாக ஒளரங்கசீப்) சாவித்திரி டீச்சரிடம் வாங்கிய கொட்டின் நியாபகமும், சிறு புன்னகையும் தோன்றி மறையும்.

வழக்கமாக தமிழ் சினிமாவில் எப்படி வில்லனை காட்சிப்படுத்துவார்களோ, அதே போலத்தான் இன்றைய பள்ளிப் புத்தகங்களில் மொகலாய மன்னர்களைப் பற்றி எழுதிவைத்திருக்கிறார்கள். இந்த வில்லன் லிஸ்டில் இருந்து அக்பரும்,பாபரும் மட்டும் ஏனோ விலக்கி வைக்கப்பட்டுள்ளார்கள். நான் படித்தபோது மூன்றாம் வகுப்பு முதல், பத்தாம் வகுப்புவரை படித்த வரலாற்றுப் பாடங்களில் மொகலாய மன்னர்கள் என்றாலே.. "என்ன ஒரு வில்லத்தனம்?" என்று என்னும் வகையில்தான் கற்றுக்கொடுக்கப்பட்டார்கள். வரலாற்றில் ஒரு சாரரை மட்டும் செலக்ட்டீவ் ஜட்ஜ்மெண்டலோடு( selective judgmental) கற்பதும்/கற்றுக்கொடுப்பதும் அபாயகரமானது என்பது என் தாழ்மையான கருத்து.

மொகலாய அரசுகளைப் பற்றியும், மன்னர்களைப் பற்றியும் வரலாற்று ஆசிரியர்கள் நிறைய புத்தகங்களை எழுதியிருக்கிறார்கள்..அவர்களில் அபரகாம் எராலி( Abraham Eraly) எழுதிய The Mughal World என்ற புத்தகத்தைப் படித்துவருகிறேன்.. அப்புத்தகத்தைப் பற்றியும், மொகலாய மன்னர்களைப் பற்றியும் சில சுவாரசியமான விசயத்தை பகிர்ந்துகொள்ளும் வகையில் சில பதிவுகளாக எழுத உத்தேசித்துள்ளேன்..சில வாரங்களில் எழுதி முடித்துவிட எண்ணம்.. பார்க்கலாம்.

போர்ச்சுகீசியர்கள்தான் இந்தியாவிற்கு முதன் முதலில் வந்தவர்கள் என்பது அனைவரும் அறிந்ததே..1498ல் வாஸ்கோடகாமா என்ற போர்ச்சுகீசியர், கேரளாவின் கோழிக்கோட்டில் வந்திறங்கினார்..அவர் வந்தபோது தான் கிருஸ்துவர்களையும், நறுமனப்பொருட்களையும் ( Christians and Spices)யும் தேடி வந்ததாக சொன்னாராம்.

மே 31, உலக புகையிலை தினமான இன்றுமுதல் இந்தியாவில் புகையிலை சார்ந்த பொருட்கள் விற்கும்போது அப்பொருட்களில் படத்துடன்கூடிய எச்சரிக்கை வாசகம் கட்டாயம் இடம்பெறவேண்டும் என்று இந்தியஅரசு உத்தரவு பிறப்பித்திருக்கிறது. வரவேற்கப்படவேண்டிய விடயம் இது. அதிக மக்கள் தொகை கொண்ட, விழிப்புணர்ச்சி குறைந்த இந்திய மக்களிடம் இது நல்லதொரு தாக்கத்தை ஏற்படுத்தும் என்றே நினைக்கிறேன். இதைப் பற்றி ஹிந்துவில் வெளியான கட்டுரை இங்கே Packing a pictorial punch .

புத்தம் புது காலை!

இலையுதிர்காலம் தொடங்கியாகிவிட்டது. தினமும் படத்தில் இருக்கும் Fwakner park வழியாக நடந்து அலுவலகம் செல்கிறேன். பனிவீசும் காலையில், ராஜாவின் "புத்தம் புது காலை” யை கேட்டுக்கொண்டே செல்லும்போது உடனே நினைவுக்கு வருவது ”எத்தனை கோடி இன்பம் வைத்தாய்” என்ற பாரதியின் பாடல்தான். பதிவில் உள்ள படம் என் செல்பேசி வழியாக எடுக்கப்பட்டது.

இந்தப் படங்களைப் பார்க்கும் போதும்,ஈழத்தமிழர்களின் நிலையைப் பற்றிவரும் செய்திகளைப் படிக்கும் போதும் என்னால் தாங்கமுடியவில்லை.கையறு நிலையின் உச்சத்தில் நான் இப்போது வேண்டுவதெல்லாம், இன்று என்னுள் இருக்கும் கோபம், இந்த வலைப்பதிவின் தலைப்பைப்போல எதுவும் சில காலமாக, காலத்தால் நீர்த்துப் போகாமல் என்றும் நிலைக் கவேண்டும் என்பதே!

இனிவரும் தலைமுறையாவது அரசியல் விழிப்புணர்ச்சியும், கொஞ்சம் அதிக சமூக அக்கறையோடும் வளரவேண்டும்.

கடந்த சில மாதங்களாக எந்த செய்தித்தாளை எடுத்தாலும் அதில் உலகப் பொருளாதார நிதி நெருக்கடியைப் பற்றிய செய்திகளும், அதையொட்டிய சில கட்டுரைகளும் இல்லாமல் இருப்பதில்லை. தற்போதைய நிதி நெருக்கடி(Credit Crunch) முதலாளித்துவத்தை முச்சந்தியில் தள்ளிவிட்டது என்றும், இது முதலாளித்துவத்தின் முடிவு என்றும் சொல்கிறார்கள்.இதை நான் நம்பவில்லை. இன்னும் சிலர் புதியபொருளாதாரக் கோட்பாடு வேண்டும் என்றும், இந்த நிதி நெருக்கடி உண்மையான மாற்றத்திற்கான சந்தர்ப்பம் என்றும் அறைகூவல் விடுக்கின்றனர். Joseph Stiglitz , உலகில் இப்போது அனைவருமே Keynesian's என்கிறார்.

(Non) Reporting on Sri Lanka

Your editorial “The Pyrrhic Victory” (EPW, 24 January 2009) could not
have been more timely, particularly in the context of three sorts of reporting on Sri Lanka in India, particularly in Tamil Nadu – the first kind comprises reports and articles, which appear in certain Tamil magazines. These are generally supportive of the Tamil cause in Sri Lanka and most of them specifically endorse the struggle for a separate Eelam being waged by the Liberation Tigers of Tamil Eelam (LTTE). This sort of writing derives from a long tradition of Tamil nationalism and reflects a set of persistent political and cultural concerns: the idea of a common Tamil identity that owes nothing to a Hindu-Brahmin civilisation but which possesses
its own cultural and social coordinates and which therefore deserves its own political expression.

Much of this writing is more expressive and symbolic than concretely political and enjoys a consistent and sizeable constituency, which is blissfully ignorant of the fact that the LTTE think tanks in the Tamil diaspora are now seriously admitting that the LTTE have committed the blunder of getting embroiled with the political undercurrents of TamilNadu, especially with the anti-Brahmin strands, thus alienating the influential brahminical elites of the country. This partly explains the sudden enthusiasm the Bharatiya Janata Party (BJP) has found for the Tamil cause and the utmost importance given to it by certain pro- Hindutva editors and journalists.

The second kind of reporting is indifferent, disinterested and apathetic in its response to the events in Sri Lanka and picks up news, as and when these happen. Occasionally, if a dominant political partly lends its voice to the Tamil cause, they report it and perhaps follow it up with anarticle or two.

The third kind of reporting is informed by a deep prejudice and even antipathy to Tamil needs and concerns, an antipathy masquerading itself as a principled and courageous opposition to the “Pol-Potist”, “fascist”, “semi-fascist”, “anti-India” LTTE which, according to its wisdom, is out to destabilise all of south Asia besides liquidating the very same Eelam Tamils in whose name it is waging a war against the legitimate, democratic government successively led by either the Sri Lanka Freedom Party or the United National Party. It supports the hard line opinion in both sides of the Palk Straits that the only solution for the ethnic problem is the complete annihilation of the LTTE.

This kind of reporting is so convinced of its own claims to objectivity and truth and does not examine its premises, and whether its arguments are balanced. Politically, it is against what it terms separatism, whether in India or elsewhere; culturally it is disdainful of claims to specificity and uniqueness and convinced of the unitary nature of civilisation and culture in India. Its points of view are not expounded in the contexts of debates and dialogues or against the background of founded empirical research. Instead they are stated as universal truths. The chief aim of this kind of journalism is to function as a cautionary voice against whatever dormant strains of Tamil nationalism may be found in Tamil political culture in India.

The core of its patriotism is its insistence on the pre-eminence of India in south Asia and its demand that all other things be subordinated to the interests of “Bharat”. Once the analysis of hard facts is replaced by demonology, such things as the mass support base the LTTE enjoys not only in the ever-expanding diaspora of Eelam Tamils, particularly in western Europe, north America and Australia but also in the Tamil communities of Indian origin in Malaysia, Singapore, Mauritius and South Africa become immaterial. The support base includes not just ordinary Tamils but also the creamy layers amongst them.

It is this constituency, which claims for itself, a strong Hindu- Tamil identity, that ensures a regular and quite substantial flow of funds to the LTTE. It may be remembered that this constituency contributes to the economies of the host countries. This may be unpalatable for many of us but is indisputable to grasp the ground reality. As far as events in Sri Lanka are concerned, this sort of reporting relies largely on information provided by the states – both Sri Lankan and Indian – or by their various appendages including Tamil parties and politicians.

Reading reports filed from Sri Lanka or listening to special reporters of the TV channels, one has to search in vain for other sorts of opinion, whether from Tamils or Sinhalese, for that whiff of authenticity which makes a story real. The most important consequence of this sort of unfounded and partisan reporting is that every piece that is published is written with an eye on influencing public opinion, particularly in Tamil Nadu in an insistent, particular way. Neither the journalist nor the press that publishes her/him seems to have the courage and honesty to place all the information before the public, publish several points of view and argue out their cases cogently.

Rank prejudice reigns instead, and the Rajapaksa government is spared all the righteous secular ire that is reserved for the BJP here. Perhaps the hypocrisy and the lack of honesty in the reporting on Sri Lanka are only matched by our media’s silent culpability with respect to the events in Kashmir. But at least Kashmir has its spokespersons, in the form of human rights activists and members of the Hurriyat Conference. The LTTE has its partisan supporters and their equally partisan opponents, but the Tamils of Sri Lanka or even the Sinhalese for that matter, do not have the endorsement of honest, humane reporting in the Indian press.

And now, as regards the Tamils in Sri Lanka, Confucius has said something

ANNA SPEAKS :

Mr. Vice Chairman, I am rarely in full agreement with my friend Mr.Bhupesh Gupta, but today I rise to support him whole-heartedly, fully and sincerely. The only weakness of the Bill is that it is a non-official one. I would have liked an official Bill to be brought forward for this very necessary and very simple thing that would have satisfied millions of Tamilians in Tamil Nadu. Many arguments that were advanced against the Bill brought forward are perhaps more due to the colour of the mover rather than the arguments advanced for its support. One Honorable Member was saying that he was not moving a Bill, which the Madras State has asked him to move. I regret very much that sometimes it becomes necessary to explain some rudimentary principles. The Madras Government will never ask a non-official Bill to be brought forward on its behalf. If the state government wants the Bill to be brought forward, there are the state representatives in this Assembly and they would have brought it forward, and therefore, to say that the Bill cannot be supported just because the Madras Government has not asked Mr.Gupta to bring the Bill shows that their only argument to fight against the Bill is that their party or their State Government has not instructed them to act in this way. I can well understand the political tremor in their hearts, but that is no argument against this Bill. The arguments advanced by the sponsors of the Bill for renaming Madras as Tamil Nadu have not been answered by any one of the speakers who spoke about it.

Sheel Badra Yajee: I have answered it.

Anna: I cannot understand- I very rarely understand- your language and, therefore, I do not know whether there is logic or not but I would say that some of the arguments advanced were not proper. One Honorable Member was saying that there are Telugu knowing people in Tamil Nadu, Malayalam and Kanarese speaking people and, therefore, to name Madras as Tamil Nadu will create a sort of tremor in their hearts. May I inform this House, through you, Sir, that all these arguments were advanced and shattered in my part of the country. All these arguments did not stand the onslaught of reason and logic. For the sake of informing this House I may inform you Sir, that on 24 th February 1961 the Leader of the House in the state assembly stood up to say that he was accepting part of the non official resolution brought forward not by the DMK or any other political party which is considered to be inimical to Congress, but by a PSP [Praja Socialist Party]Member. That PSP member brought forward a non official resolution for renaming Madras as Tamil Nadu and it was discussed many days and finally the then Finance Minister and the Leader of the House Mr.C.Subramaniam, stood up to say that he was accepting a part or the spirit of the resolution and added that thereafter all publications of the Madras government would appear in the name of Tamil Nadu Government. It is in such a way that all publications in Tamil in the Tamil Nadu government are being printed and published. As a matter of fact, after making the historic declaration on the floor of the Madras assembly on 24 th February, the very next day the Finance Minister had to present his budget and in presenting the budget, the opening words of the Finance Minister were: “ In consonance with the declaration made yesterday, I am now presenting to budget for Tamil Nadu.” Therefore all the arguments that Telugu speaking, the Malayalam speaking, and the Kanarese speaking people will be up against this change in name fall to ground because part of this has been accepted by the Government. The part relating to the amendment of Constitution, the word Madras to be deleted and the word Tamil Nadu to be inserted was not accepted.

Therefore, even the Government much less by the Madras Congress leaders cannot accommodate the sentimental arguments advanced. Sir, I am really surprised to see how ill informed my Hon. friends are, those who advanced arguments against the Bill. One Hon. Member stated here that Kollegal is in Tamil Nadu. That Hon. Member unfortunately not present in the House at present. I may tell them and his friends may tell him, that Kollegal today is part of Mysore. It has been taken away from the composite State of Madras and after the formation of linguistic states, has gone to Mysore. If my Hon. friend is so ill informed about Kollegal, I am not surprised at his arguments that nowhere in Tamil literature does the word Tamil Nadu occur. A politician who cannot understand that Kollegal does not form part of Tamil Nadu cannot be expected to be conversant with Tamil literature. For the edification of the House and for his own edification, I will point out the names of certain books wherein the word Tamil Nadu is to be found. These are books written 1800 or 2000 years ago. I am reading the name in Tamil but the Hon. Member who made this allegation is a Tamilian Congressman and he can understand and the Hon. Deputy Minister who will be making the reply. She being also a Tamilian may tell him. The names of Paripaadal, Pathitrupathu and more popular names of Silapathigaram and Manimegalai. These are all Tamil classics written more than 1000 years ago and in Paripaadal it is stated “ Thandamizh veli Thamizh Naatu agamellam” which means Tamil Nadu that is surrounded by sweet Tamil on all three sides. In Pathitrupathu, a classic written about 1800 years it is stated “ Imizh kadal veli Thamizhagam” meaning Tamil Nadu which has got sea as boundary. In Silapathigaram it is stated “ Then Thamizh nannadu” meaning good Tamil Nadu and in Manimegalai it is stated“Sambutheevinul Tamizhaga marungil “ Tamil Nadu which is called Sambutheevu. If my Hon. Members would like to have more popular illustrations I would like to refer them to the poems of Poet Kamban and Sekkilar both of whom have definitely used the word Tamil Nadu. It was only afterwards that there were three kingdoms, the Cheranadu, The Cholanadu and the Pandyanadu. Tamil Nadu is to be found in the classics of Tamil. It is not that there is poverty of ideas in the classics. It only shows that my Hon. friend does not spend much thought or time over the Tamil classics. I may point out for the edification of this House that when the Congress government in Tamil Nadu purchased the Jaipur Palace at Ooty known as Aranmore Palace they immediately renamed the Palace as Thamizhagam. I am pointing this out to say that the Congress there is trying to assuage our feelings, is trying to carry Tamil Nadu people along with them by saying they have renamed the Aranmore Palace as Thamizhagam, that they are publishing all the Tamil manifestos as Tamil Nadu Government publications, that only for international correspondence they want the name “Madras”. They are not prepared to amend the Constitution. If the arguments advanced by some of the Tamil Nadu Congress people were to be read by the Chief Minister of Madras, he would turn around and say “ You too Brutus”. All the arguments advanced for not renaming it falls flat on the ground because even the Congress Government there does not approve of these arguments.

Another particular issue was raised here that the Bill is being brought forward only as a publicity stunt of the Communist party. Why don’t we appreciate the Communist Party for its sense of political expediency? Are not all political parties interested in getting political publicity? Is publicity a heinous crime? Why do you publish reports and books on Five-year plans? Is that not publicity done at public cost? Yet you accuse other political parties saying that this is publicity. But let me tell this House through you, that even though you defeat the Bill, he has gained that publicity. You are not going to rob him anymore of that publicity. When he comes to Tamil Nadu he can conveniently face Tamilians and say, “ I pleaded for you but it is the ruling party that let you down.” Therefore you have unawares walked into Mr.Gupta’s snare. I would have appreciated if the ruling party had approached Mr.Bhupesh Gupta and stated, “ Do not bring in this non-official Bill, we ourselves are interested in it, we will bring it forward.”

Then Mr.Santhanam pointed out that we have an uphill task in retaining Madras, we had to fight with so many people and we retained Madras. I can claim some amount of credit in that fight and when I was in the thick of that fight, I did not find Mr.Santhanam by my side.

Akbar Ali Khan: At the cost of Andhra

Anna: With the consent of the Andhras, I can say that. That is because the present government there is providing even today, in the border areas, measures for safeguarding Telugu culture and for imparting Telugu language. Therefore though Madras has been taken by Tamilians, we have no enmity with the Andhras. But my friend Santhanam was saying that it was such an uphill task, retaining Madras that we would like to keep Madras. This is not a question of keeping Madras or giving it up. This is the question of keeping Madras in Tamilnadu and renaming the state as Tamil Nadu. Madras, after all is the capital city of Tamil Nadu, as Ahamadabad happens to be the capital city of Gujarat, as Chandigrah happens to be the capital city of Punjab. If this logic of naming the state after the name of capital city is to be followed, Kerala should be renamed Trivandrum, Andhra is to renamed Hyderabad, Punjab is to be renamed Chandigarh and Gujarat to be renamed Ahamadabad.

Bhubesh Gupta: And Bengal should be renamed Calcutta.

Anna: My government, my Congress government in Madras is interested in bilingualism. That is because its head Government is interested to have two names for everything, India that is Bharat, Jana gana mana and Vandhe Madaram. They always want to keep two blocks. Take something from here, take something from there. So the Madras government is having Tamil Nadu for the consumption of Tamilians and Madras for all India consumption. It is a very awkward word “ duplicity”. And that is why my friend Mr.Bhupesh Gupta was saying that some of the congress people talk in one way there and talk in another way here. No Congress can face a Tamilian audience and say that the name Madras should be retained. I challenge it.

T.S.Pattabhiraman {Madras}: We have faced it during the agitation of Tamil arasu Kazhagam and my friend knows it. What he is saying is complete travesty of facts.

Anna: I know how Pattabhiraman faces agitation. I wont say it. Let us not face each other as Congress and DMK. Let us face the Tamilian public on this single sanctified issue of renaming the state and if you carry along with you 51 percent of the people I am prepared to bow my head before you. This is not a party issue at all. The renaming of Madras as Tamil Nadu has been accepted by the Communist Party, by the DMK, by the PSP and you will be surprised, by the Madras branch of Swatantra Party too. Therefore all parties are one in this issue of renaming Madras as Tamil Nadu.

T.S.Pattabhiraman: None of them put it in their election manifesto.

Anna: I would present a copy of the DMK election manifesto to him tomorrow. I am sure Pattabhiraman knows Tamil. This issue has been an issue for more than 10 to 15 years. He was saying that only Tamil Arasu Kazhagam was fighting for it. It is true partially because it was only the Tamil arasu Kazhagam that started an agitation for it, but all other political parties were immensely intimately interested in this issue. They have printed it in their manifestos, in their political speeches and no District Conference of DMK took place without passing this resolution of renaming Madras as Tamil Nadu. Therefore it is not simply on the spur of the moment that I am pleading for it. My sorrow is that my friend Mr.Bhupesh Gupta had stolen the thunder from me by sponsoring this Bill. But for that, I would like to present before this House that this has been an issue all along in Tamil Nadu. And they have not answered Mr.Bhupesh Gupta; What do you loose by renaming Madras as Tamil Nadu? Nobody has answered that.

N.M.Lingam [Madras] Anyway what do you gain by renaming it as Tamil Nadu?

Anna: What do I gain? What have you gained by renaming Parliament as Lok Sabha? What have you gained by renaming Council of States as Rajya Sabha? What have you gained by renaming President as Rastrapathi? Therefore I say what do you loose? This is important because if you were to loose something precious, we would not press for it. If you do not loose something fundamental, we will press for it. The other point was raised, what do you gain? We gain satisfaction sentimentally; we gain satisfaction that an ancient name is inculcated in the hearts of millions and scores of millions of people. Is that not enough compensation for the small trouble of changing the name? Therefore all the arguments that have been advanced have been shattered.

They have advanced an apologetic argument saying that if the State government had come forward with this, we would have accepted this. And they are perfectly aware of the composition of the State legislature where the Congress party is in a majority. Would you ask the Congress member in Madras State legislature to vote for such a bill if it were to come there, without party whip? No

T.S.Pattabhiraman: Your party members could have brought forward a resolution in the House and changed the name. Why have you not done it for past seven or eight years?

Anna: I am coming to that. When we present such a bill to the Madras legislature, they say that if you want to rename, an amendment to the constitution is necessary and an amendment of the Constitution is possible only when you go to Parliament.

T.S.Pattabhiraman: I am saying a resolution, not a Bill. A resolution can be made.

Anna: I may say for the information of the Hon. Member that we pressed this point during the discussion on the non-official Bill of PSP. In fact we even staged a walk out. The DMK and Communist party joined together in the walk out. That is our numerical position there. When the non-official resolution was discussed in the Madras assembly we pressed for the constitutional amendment and the only explanation offered to us was that it was only possible at the level of Parliament. And when we come to Parliament we are asked to go back to the state legislature. We are asked to go to Parliament because you are entrenched in both places not because your logic is sound but simply because you are entrenched in both places.

G.Rajagopalan [Madras] We are entrenched because the people vote for us. It has been discussed even during elections. There had been fasts by certain members and one person even lost his life after fasting. Even after that we won elections. That shows the people still want as it is- not for the satisfaction of some politicians who want a slogan.

Anna: Madam Deputy Chairman, I am very glad that the discussion is becoming very interesting. But I may say for the information of the House that DMK has nothing to do with fasting. The fasting was undertaken by a non-party man, in fact a relative of the Chief minister of Madras Mr.Sankaralinga [Nadar}. And to say that in spite of fasting you have not changed shows how human you are. Therefore the question was discussed there. We were asked to go to Parliament. When we come to Parliament we are again sent back to legislature. In both places the answer is as my Hon. friend had stated, “ The people had voted for us”. Well that is a fact, a tragic fact, and a black fact that ought to be seen.

G.Rajagopalan: In spite of you tragedy is still there
T.S.Pattabhiraman: He says tragedy will be permanent. The tragedy of Congress getting a majority at every election will be a permanent feature and we are prepared to accommodate you.

Anna: Madam Deputy Chairman my friend was saying that this tragedy is going to be permanent. Woe to the country and to the people. That is all what I can say. But I would like to press this point that a Constitution amendment can be thought of and made only through Parliament. That is why we have approached The Parliament. If any amendment is brought forward on this or any suggestion is given that it should be circulated to gather public opinion, we take up that challenge. I do not ask you to take this as an election issue. Do not be afraid of that.

We are not making it an election issue. This is an issue to be taken to the people for getting their consent or otherwise. That is not going to affect your offices. Nobody thinks about that. You may remain there. This is not a question of analysis of our different parties. This is a question wherein a particular issue has to be referred to the public. Are you prepared for that? That is what we ask. You are not prepared for that and that is why I say

N.M.Anwar [Madras] Madam on a point of information I have got the highest respect and regard for my good friend Mr.annadurai. But will he kindly explain what there is in retaining the name Madras that has got such worldwide publicity? How is he going to meet that point of view? Where is the difficulty in retaining this worldwide name of Madras?

Anna: The only point in answer to the Hon. member Mr.anwar is this. What we gain is our sentimental satisfaction and status of our ancient land. If in Madras we change the name of China Bazaar into Nethaji Subhas Chandra Road nothing is changed in the street but something is changed in our thinking, in our soul, in our fibre. That is why we are pressing for it. not because we think that keeping Madras will be wrong.

N.M.Anwar: My question is not that. We agree that there is something good in calling it Tamil Nadu. But what is your allergy to Madras, which has got a worldwide publicity.

Anna: My allergy is if Madras is used as name of the state, you confuse the capital with the state. Madras is the name of the capital city. Tamil Nadu is the name that ought to be given to the state. There ought to be a distinction between the name of the state and its capital, and therefore, I whole-heartedly support the Bill brought forward and I would commend it to the House.

Stkilda Road என்று அழைக்கப்படும் ரோட்டில்(நம்ம ஊரு IT park ரோடு மாதிரின்னு சொல்லலாம்)தான் புதிய அலுவலகம். வீட்டில் இருந்து 15-20 நிமிடங்கள் புகைவண்டியில் சென்று, ஒரு 15 நிமிடம் நடந்தால் அலுவலகம் வந்துவிடும். காலையில் அலுவலகம் செல்லும்போது மிகவும் புத்துணர்ச்சி தருவதாக இருக்கிறது இந்த 15 நிமிட நடைபயனம்.காரணம் Fawkner Park என்று அழைக்கப்படும் பூங்காவின் வழியே நடந்து அலுவலகத்தை அடைவதால்தான். என்னுடைய செல்பேசி மூலம் நடந்து செல்லும் பாதையை சிலபடங்கள் எடுத்தேன்.

தமிழக அரசியலை ஓரளவாவது பின்தொடர்பவர்களுக்கு இந்தப் புத்தகத்தை எழுதியவரை அறிமுகம் எதுவும் செய்யத்தேவையில்லை என்று நினைக்கிறேன்..இவர் கொடுத்த அறிக்கையின் ஒரு பகுதியை செயல்படுத்திய எம்.ஜி.ஆர் அடுத்து வந்த நாடளுமன்றத் தேர்தலில் படுதோல்வி அடைந்தார். இவர் மெட்ராஸ் பிரசிடென்சியின் Collectorate of Salt Revenue and Central Excise(1942-44) இருந்தபோது உருவாக்கிய எக்ஸைஸ் வரிவிதிப்பு முறை இந்தியா முழுவதும் கடைபிடிக்கப்பட்டது…தற்போது ஒரு ஐந்தாறு வருடங்களாக அரசியலில் அதிகம் புழங்கப்படும் வார்த்தையான {Not Pseudo-Secular :) } Creamy Layer என்ற வார்த்தையை 1969 களில் Upper Crust என்ற பதத்தில் தமிழ்நாடு பிற்படுத்தப்பட்டோர் நலத்துறைத் தலைவராக இருந்தபோது அவர் சமர்ப்பித்த அறிக்கையில் பயன்படுத்தியுள்ளார் (Tamil Nadu Backward Classes Commission). இவர் பெயர் சட்டநாதன்.

தென்தமிழ்நாட்டில் செங்கோட்டை என்னும் ஊரில்..வறுமைவாய்ந்த, மிகவும் பிற்படுத்தப்பட்ட படையாச்சி என்னும் சாதியில் பிறந்த சட்டநாதன் அவர்களால் ஒரு குயர் நோட்டில், 48 வருடங்களுக்கு முன்பு எழுதிவைத்திருந்த அவரது சிறுவயது வாழ்க்கைக் குறிப்புகள்தான்(Memoirs) இந்தப் புத்தகம். இதைத்தான் அவருடைய பேத்தி உத்ரா நடராஜன் அவர்கள் Plain Speaking: A Sudra’s Story என்ற பெயரில் புத்தகமாக வெளியிட்டுள்ளார்கள். விமர்சனத்தை இங்கே எழுதியுள்ளேன். படிச்சு பார்த்துட்டு கருத்து எதுனா இருந்துச்சுனா சொல்லுங்க. :)

இன்று மதியம் இங்கே ஒரே பனிக்கட்டி மழை... அலுவல் முடிந்து வீட்டுக்குப் போக ஆபிஸ் வாசல் தான்டி வெளியே வந்து ரோடு க்ராஸ் பண்ணி வானத்தைப் பார்த்தால் இந்த வானவில்..4 டிகிரி குளிர்ல வேலையின் களைப்பையும் மீறி மனதிற்கு மகிழ்ச்சி அழித்தது இந்த வானவில்..என் கைத்தொலைபேசியில் உள்ள

கேமிராவைக் கொண்டு எடுத்த படம்...படம் தெளிவாக இல்லை என்றாலும் இந்தக் காட்சி மனதில் அப்படியே பதிந்துவிட்டது.

2005-06ஆம் ஆன்டுக்கான இந்தியக் குடும்ப நல (National Family Health Survey)சர்வேயின் படி தற்போது இந்தியாவில் இருக்கும் மூன்று வயதுக்குக்கீழுள்ள குழந்தைகளில் 46% பேர் ஊட்டச்சத்தில்லாத குழந்தைகளாக இருக்கிறார்களாம்.உலகத்திலேயெ இந்தியாவில்தான் ஊட்டச்சத்தில்லாத குழந்தைகள் அதிகம் இருக்கிறார்கள் என்று BBC இனையதளத்தில் படித்தபோது எனக்கு தூக்கிவாரிப் போட்டது. இதற்குக் காரணம் இல்லாமல் இல்லை. இந்தியாவில் ஏழைகள் அதிகம் என்பது தெரிந்ததே, ஆனால் வறுமைக் கோட்டுக்குக் கீழே இருக்கும் இந்தியர்கள் மொத்த மக்கள்தொகையில் 26% பேர், அப்படி இருக்கையில் எப்படி 46% குழந்தைகள் ஊட்டச்சத்தில்லாத குழந்தைகளாக இருக்கிறார்கள்? இந்தியாவில் வறுமைக் கோட்டுக்கு கீழே இருக்கும் 26% மக்களின் குழந்தைகள்தான் இந்த 46% ஊட்டச்சத்தில்லாத குழந்தைகளா? வறுமைக் கோட்டுக்கு மேல் இருக்கும் பெற்றோர்களுக்குப் பிறக்கும் குழந்தைகள் ஊட்டச்சத்தின்மையால் பாதிக்கப்படுமா என்றெல்லாம் யோசித்துவிட்டு அந்த விஷயத்தை அப்படியே மறந்துவிட்டிருந்தேன். என்னைப் பொறுத்தவரையில் பெற்றோர்களின் ஏழ்மை காரணமாக அவர்களால் தங்கள் குழந்தைகளுக்கு போதிய உணவு அளிக்கமுடிவதில்லை என்ற எண்ணம் கொண்டிருந்தேன். அது முற்றிலும் தவறு என்று நேற்றும், இன்றும் இந்துபத்திரிக்கையில் ஊட்டச்சத்தில்லாத குழந்தைகள் பற்றி ஏ.கே சிவக்குமார் என்பவர் விபரமாக எழுதியிருந்ததைப் படித்தவுடன் தெரிந்தது..

"Why are levels of child malnutrition so high in India? Several misconceptions cloud public opinion. Many believe, for instance, that India’s low per capita income is the major underlying cause. This is not entirely true. A majority of the countries in Sub-Saharan Africa report lower levels of per capita income than India — and most of them report lower rates of child malnutrition as well. Again, within India, we find that Gujarat and Uttar Pradesh report the same proportion — 47 per cent — of underweight children even though the per capita income in Gujarat is several times higher than in Uttar Pradesh".

குழந்தைகள் ஊட்டச்சத்தின்மைக்கு நான்கு காரணங்களைச் சொல்கிறார்,

1. கருவில் இருக்கும்போதே தாயின் மூலம் குழந்தைகள் பெறும் ஊட்டச்சத்தின்மை.இந்தியாவில் பிறக்கும் குழந்தைகளில் 20% லிருந்து 30% குழந்தைகள் 2500 கிராமிற்கும் குறைவான எடையுடனே பிறக்கின்றனர்.

2. பொதுசுகாதார மைய வசதி இல்லாமை மற்றும் அவைகளின் செய்திகள் பெற்றோர்களைச் சென்று சேராமை. இதில் அவர் கூறும் மற்றொரு புள்ளிவிவரம் கவலையளிக்கிறது..2005-06ல் இந்தியாவில் பிறந்த குழந்தைகளில் 48% குழந்தைகளின் பிரசவங்கள் மட்டுமே Ttrained birth attendant(which includes a doctor, nurse, woman health worker, auxiliary nurse midwife, and other health personnel)
உதவியுடன் நடந்தததாம்.(இனிமேல் இந்தியப் பொருளாதாரம் 8% வளர்ச்சியடைந்தது,9% வளர்ச்சியடைந்தது என்று யாரவது பெருமைப் பட்டால் இந்த புள்ளிவிவரத்தை அவர்களிடம் சொல்லலாம் என்றிருக்கிறேன்).

3. தாய்ப்பால் கிடைக்கப்பெறாத குழந்தைகள்.

4.பெண் கல்வி,அவர்களுக்கான வாய்ப்புகள் மற்றும் விழிப்புணர்வு.

இதைப் படித்தவுடன் எனக்கு நிஜமாகவே பயமாக இருக்கிறது.. இந்தியா வல்லரசாகும் என்று கனவு கானும் அதே நேரத்தில் இந்தியாவை வல்லரசாக மாற்றப் போகும் தலைமுறையின் உடல் நலத்தைப் பற்றியும் கொஞ்சம் யோசிக்க வேண்டும்.

உய்யுமோ... உயர்கல்வி?

ஒரு நாட்டின் வளர்ச்சியின்மைக்குப் பல காரணிகள் சுட்டிக் காட்டப்படுகின்றன. அவற்றில் ஒரு சிலவற்றின் கூட்டுவிளைவால் வளர்ச்சிப் பாதையிலிருந்து பின்னோக்கி இழுக்கப்படுகிறது நமது நாடு. குறிப்பாக, கல்வியின்மையின் அளவு இந்தியாவில் மிக அதிகமாக இருப்பது (35 சதவீதம்) கவலைக்குரியது. இதுவே வளர்ந்த நாடுகளில் 5 சதவீதம் என்ற அளவிலேயே உள்ளது.

நமது நாட்டின் மக்கள்தொகை ஏறத்தாழ 60 சதவீதம் அளவுக்கு இளைஞர்களைக் கொண்டிருக்கிறது என்பதால் உலகிலேயே மிக இளமையான நாடு என்று நாம் பெருமைப்பட்டுக் கொள்ளலாம். ஆனால் அவர்களுக்குரிய கல்வியையும், வேலை வாய்ப்பையும் தர முடியாததால் அதுவே பெரும் சுமையாக உருவாகி இருக்கிறது... இருக்கப் போகிறது!
அரசியலமைப்புச் சட்டத்தின்படி 6 - 14 வயதிற்குட்பட்டவர்களுக்கு கட்டாயக் கல்வி அளிக்க வேண்டியதன் பெரும்பகுதி வெறும் ஏட்டளவிலேயே உள்ளது. அதிலும் 3 - 6 வயதுடைய குழந்தைகள் சுமார் 7 கோடிக்கு மேல் இருப்பினும், அவர்களுக்கு கல்வியறிவை அளிக்காமல் இருப்பது நமது நாட்டுக்குப் பெருத்த இழப்பைத்தான் ஏற்படுத்தும்.

தொடக்கக் கல்வியில் அரசுகள் எடுத்துக்கொண்ட அக்கறை மிகமிகத் தாமதமானது என்பது ஒருபுறமிருக்க, எடுக்கப்பட்டிருக்கும் நடவடிக்கைகளும் போதுமானதாக இல்லை என்பதே உண்மை! (முடிந்தவரை சுமையை மாநில அரசுகளின் மீது இறக்கி வைக்கவே மத்திய அரசு முயல்கிறது). இன்னமும் 40 சதவீதம் தொடக்கப் பள்ளிகள் கட்டடங்கள் இன்மையாலும், 20 சதவீதம் பள்ளிகள் ஒரே ஒரு அறை கொண்டதாகவும், 39 சதவீதம் பள்ளிகள் கரும்பலகை கூட இல்லாததாகவும், 35 சதவீதம் தொடக்கப் பள்ளிகள் ஓராசிரியர் பள்ளிகளாகவும் உள்ளதாக ஓர் ஆய்வு கூறுகிறது.

முதல் ஐந்தாண்டுத் திட்டத்தில் கல்விக்கான மொத்த பட்ஜெட்டின் பங்கீட்டில் தொடக்கக் கல்விக்கான பங்கு 58 சதவீதமாக இருந்தது. எட்டாவது ஐந்தாண்டுத் திட்டகாலம் வரை இந்த ஒதுக்கீடு மெல்ல மெல்ல குறைந்து, பின்பு மீண்டும் ஒன்பதாவது ஐந்தாண்டுத் திட்டத்தில் 66 சதவீதமாக வளர்ச்சி பெற்றது. உயர்கல்விக்கான நிதி ஒதுக்கீடு ஏழாவது ஐந்தாண்டுத் திட்டத்தில் 9.5 சதவீதமாக இருந்தது.

இதே காலகட்டத்தில் 5-ம் வகுப்பிற்குப் பிறகு 35 சதவீதம், 8-ம் வகுப்பிற்குப் பிறகு 53 சதவீதம், 10-ம் வகுப்பிற்குப் பிறகு 63 சதவீதம் என பள்ளியை விட்டு மாணவர்கள் இடையிலேயே வெளியேறும் விகிதம் உயர்ந்தது.

பெண் குழந்தைகளின் இவ்விகிதம் இன்னும் சற்று அதிகமாகும். இவ்விகிதங்களைக் கட்டுப்படுத்த இன்றைக்கு எடுக்கப்படும் நடவடிக்கைகளுக்கு மூலபலம் போதிய அளவில் ஒதுக்கப்படும் நிதி அளவாக மட்டுமே இருக்க முடியும்! ஆனால் இன்றளவும் மொத்த உள்நாட்டு உற்பத்தியில் 4 சதவீதத்துக்கும் குறைவாகவே கல்விக்கான ஒதுக்கீடு இருந்து வருகிறது. கல்விக்கான பிரத்யேகமான வரிவிதிப்பின் மூலம் ஆண்டுக்கு ரூ 5 ஆயிரம் கோடிக்கு மேல் வருவாய் இருந்தாலும் அது முழுமையாகச் செலவழிக்கப்படவில்லை என்பது வேதனைக்குரியது.

உயர்கல்விக்கு போதியஅளவு நிதி ஒதுக்கப்பட்டால்தான், "அனைவருக்கும் கல்வி'', "உரிய அளவில் உயர்கல்வி'' என்ற முழக்கங்கள் வெற்றி பெற வாய்ப்புள்ளது. இன்றைய நிலையில், உயர்கல்வி மாணவன் ஒருவனுக்காக சராசரியாக ரூ. 18,270/-மட்டுமே நமது நாட்டில் செலவிடப்படுகிறது. இது மிகமிகக் குறைந்த செலவினமாகும். இந்தோனேஷியாவில் ரூ. 30 ஆயிரம் மலேசியாவில் ரூ. 53 ஆயிரம் பிலிப்பின்சில் ரூ. 28 ஆயிரம், சீனாவில் ரூ. 1.22 லட்சம், பிரேசிலில் ரூ. 1.79 லட்சம், ஜப்பானில் ரூ. 2.17 லட்சம், பிரிட்டனில் ரூ. 3.82 லட்சம், அமெரிக்காவில் ரூ. 4.33 லட்சம் என்ற அளவில் உயர் கல்விக்கு செலவிடும் நிலை ஒப்பு நோக்கத்தக்கது.

வளர்ந்து வரும் பொருளாதாரத்தில் உழைப்பதற்குத் தயார் நிலையிலுள்ள உழைப்பாளிகளை போதிய பயிற்சியின்மை மற்றும் கல்வித் தகுதியின்மை என்ற நிலைகளில் வைத்திருக்கக் கூடாது. அவ்வாறு வைத்திருந்தால் அது பொருளாதார வளர்ச்சிக்குப் பெரும் பின்னடைவை ஏற்படுத்திவிடும். இது நமது நாட்டைப் பொறுத்தவரை கண்கூடு. மனித வளர்ச்சிக் குறியீட்டில் உலகின் 174 நாடுகளின் தர வரிசையில் 124-வது இடத்தைப் பிடித்துள்ள (2004-ஆம் ஆண்டு கணிப்பு) நாம், மேலும் மோசமான இடத்திற்குத் தள்ளப்படும் அவலம் உள்ளது. எனவே 14-23 வயதிற்குட்பட்ட பெரும்பாலானோர்க்கு உரிய தொழிற்பயிற்சி அல்லது உயர்கல்வி தரப்பட வேண்டும் என்ற கட்டாயத்தில் உள்ளோம்.

இதர பிற்பட்ட வகுப்பினருக்கு 27 சதவீதம் ஒதுக்கீட்டிற்காக, மத்திய அரசின் கீழ் இயங்கும் உயர்கல்வி நிறுவனங்களான ஐஐடி, ஐஐஎம்., போன்ற சுமார் 20 நிறுவனங்களில் 50 சதவீதம் இடங்களை அதிகரிப்பதற்கு மட்டுமே அடுத்த மூன்றாண்டுகளில் ரூ. 20 ஆயிரம் கோடிக்கு மேல் செலவழிக்க வேண்டியுள்ளது. அனைவருக்கும் கல்வி' திட்டத்தை மேலெடுத்துச் செல்லத் தேவைப்படும் நிதி ஒதுக்கீட்டின் அளவும் அவசியமும் இதிலிருந்து ஓரளவிற்குப் புலனாகும்!

உயர் கல்விக்கான வயது வரம்பான 17 - 23-ல் இன்று உயர் கல்வி பெறுவோரின் அளவு சுமார் 8 சதவீதம் மட்டுமே! தேசிய வளர்ச்சியை நிலைநிறுத்திக் கொள்ளத் துடிக்கும் எந்தவொரு நாட்டிலும் இவ்விகிதம் 13 சதவீதத்திற்கு மேல் இருக்க வேண்டியது அவசியம். நமது நாட்டின் வளர்ச்சியைக் கருத்தில் கொண்டால் இவ்விகிதம் குறைந்தபட்சம் 20 சதவீதம் என்றாவது அமைய வேண்டும் என்கின்றனர் பொருளாதார மேதைகள்.

சீனா மற்றும் கிழக்காசிய நாடுகளின் கடும் போட்டியால் பின்னடைவைச் சந்திக்காமல் இருக்க, நம் நாட்டில் உயர்கல்வியைத் திட்டமிட்டு உயர்த்த வேண்டிய நிர்பந்தம் ஏற்பட்டுள்ளது! 112 கோடிக்கு மேல் மக்கள்தொகையைக் கொண்ட நாட்டில் 105 லட்சம் மாணவர்களே உயர்கல்வியை எட்டுவதும், 1.4 லட்சம் மாணவர்கள் உயர்கல்விக்காக வெளிநாடுகளுக்குப் புலம் பெயர்வதும் கருத்தில் கொள்ள வேண்டும்.

இன்றைய மக்கள்தொகைப் பெருக்க நெருக்கடியில் உயர்கல்விக்கான நிதி ஒதுக்கீடு விகிதம் நாளுக்கு நாள் குறைந்து வருவது கவலை அளிக்கிறது.
உயர்கல்வி முற்றிலுமாகத் தனியாருக்கே தாரை வார்க்கப்படுகிற நிலை; 8 சதவீதமாக உள்ள உயர்கல்விக்கான மாணவர் விகிதம் கட்டாயமாக உயர்ந்தே ஆக வேண்டும் என்ற தொலைநோக்குப் பார்வையில் கடைபரப்பும் வெளிநாட்டு பல்கலைக்கழகங்களின் அணிவகுப்பு; உயர்கல்வி நிறுவனங்களில் நிலவும் முறைகேடுகள்; பல்கலைக்கழக ஆட்சிமுறை நிர்வாக கோணல்கள்; அரசுகளின் பாரா முகம் போன்ற பல்வேறு காரணங்களால் நிலைகுலைந்திருக்கும் நமது உயர்கல்வி, வரும் ஆண்டுகளில் எப்படி இருக்கப் போகிறது என்பதற்கு ஆருடம் தேவையில்லை!

1.நால்வரில் ஒருவர் வறுமைக்கோட்டுக்கும் கீழே உழன்று கொண்டு, உண்ண உணவும், உடுக்க உடையும், இருக்க இடமும் இல்லாத நிலையில், அனைவருக்கும் கல்வியை அளிக்கப் போகிறோமா?

2.உரிய வயதில் உள்ள ஐவரில் ஒருவருக்காவது உயர்கல்வியைச் சுவைக்கும் வாய்ப்பை அளிக்கப் போகிறோமா?

3.கல்விக்கான செலவினம் நாட்டின் வருங்காலத்திற்கான முதலீடு என்ற உணர்வுடன் 2020-ம் ஆண்டுக்குள் உலகின் பொருளாதார வல்லரசாக உயரப் போகிறோமா?

இத்தகைய எண்ணற்ற வினாக்களுக்கு விரைவில் விடை காணத்தானே வேண்டும் நாம்!

கல்விக்குக் குறைந்த நிதி!

மத்திய அமைச்சர் கபில் சிபல் தலைமையிலான குழு பரிந்துரைத்த "கல்வி உரிமை வரைவு மசோதாவை'ச் சட்டமாக்கி அமல்படுத்தினால் கூடுதல் நிதி நெருக்கடி ஏற்படும் என்ற கருத்தின் அடிப்படையில் சட்டமியற்றி நிறைவேற்றும் பொறுப்பிலிருந்து மத்திய அரசு தன்னை விடுவித்துக் கொண்டுள்ளது. இதன் மூலம் 86-வது அரசியல் சாசனத் திருத்தம் உறுதிப்படுத்தியுள்ள அடிப்படைக் கல்வி உரிமையை மறுத்து இந்த நாட்டின் கோடானு கோடி மக்களுக்கு மத்திய அரசு அநீதி இழைத்துள்ளது.

கல்விக்கான மத்திய அரசின் நிதி ஒதுக்கீடு 10 சதவீதமாகவும், மாநில அரசின் ஒதுக்கீடு 30 சதவீதமாகவும் உயர வேண்டுமெனத் தொடர்ந்து கல்வியாளர்கள் வற்புறுத்தி வருகின்றனர். ஆனால் இக் கோரிக்கைகளின் நியாயங்கள் இன்னும் உணர்ந்து கொள்ளப்படாமலே உள்ளன.

ராணுவச் செலவுக்குத் தன்னுடைய பட்ஜெட்டில் 15 சதவீதத்திற்கும் மேல் பணம் ஒதுக்கித் தாராளமாகச் செலவு செய்யும் நமது அரசாங்கம், எதிர்காலத் தலைமுறையைப் பட்டை தீட்டும் கல்விக்கூடங்களுக்கு மட்டும் கஞ்சத்தனமாக 3.4 சதவீதத்தைத்தான் ஒதுக்குகிறது. இந்தியாவில் தனிப்பட்ட வி.வி.ஐ.பி.க்களையும், வி.ஐ.பி.க்களையும் பாதுகாக்க அரசாங்கம் ஒதுக்கி வரும் நிதியைக் காட்டிலும் ஒட்டுமொத்த கல்விக்காக ஒதுக்கும் நிதி குறைவு.

இதனால் பள்ளி செல்லும் பருவத்தில் உள்ள 22 கோடி குழந்தைகளில் 12 கோடி குழந்தைகளால் மட்டுமே கல்விக்கூடம் செல்ல முடிகிறது. இதிலும் பள்ளிப்படிப்பை முழுவதுமாகப் படித்து முடிப்பவர்களின் எண்ணிக்கை 3 கோடிக்கும் குறைவாகும்.

1951-ல் இருந்த தொடக்கப்பள்ளிகளின் எண்ணிக்கை சுமார் 2,10,000. அறியாமை இருள் விலக்கி ஜனத்தொகை வளர்ச்சிக்கேற்ப, பொருளாதார, கலாசார வளர்ச்சிக்கேற்ப கல்விக்கூடங்களின் எண்ணிக்கை அதிகரிக்கப்பட்டிருக்குமானால் குறைந்தபட்சம் 20 லட்சம் தொடக்கப்பள்ளிகளாவது இந்தியாவில் தற்பொழுது இருந்திருக்க வேண்டும். துரதிர்ஷ்டவசமாக இதன் எண்ணிக்கை 2005-ல் சுமார் 5,81,000 மட்டுமே.
விளைவு, தற்பொழுது நம் நாட்டில் எழுதப் படிக்கத் தெரிந்தவர்களின் எண்ணிக்கை (கல்வி கற்றவர்களின் எண்ணிக்கை அல்ல) 65 சதவீதமாகத்தான் உள்ளது. அதாவது உலகில் உள்ள எழுதப்படிக்கத் தெரியாதவர்களில் பாதிக்கு மேல் இந்தியாவில் உள்ளனர்.

"கல்வி பற்றிப் பேசும்பொழுது ஒரு சமுதாயத்தின் முழு கட்டமைப்பைப் பற்றியும் அதன் முழுத்திட்ட அமைப்புகளைப் பற்றியும் பேசுகிறோம்' என்ற லத்தீன் அமெரிக்க சிந்தனையாளரான பவுலோ ஃபிரைடேவின் வார்த்தைகளில் உள்ள உள்ளார்ந்த அர்த்தங்களை உணர்ந்து கொண்டால்தான் இளந்தலைமுறையினருக்கு முறையான கல்வி பெறச் செலவழிக்கும் பணம் என்பது நாட்டின் வருங்கால முன்னேற்றத்திற்கான முதலீடு என்ற பார்வை நமக்கு வரும்.

இவையெல்லாம் உணரப்பட்டு கல்வியறிவு இல்லாத மக்களை நாட்டின் சுமைகளாகக் கருதி அதை நிவர்த்தி செய்வதற்கான ஏற்பாடுகள் செய்யாதவரை 9 சதவீத அல்லது 10 சதவீத வளர்ச்சி என்பதெல்லாம் வெறும் கனவாகவே இருக்கும்.

விலகாத காரிருள்!

உலக மக்கள் மறக்க முடியாத; மறக்கக் கூடாத நாள் ஆகஸ்ட் 6, 1945. அன்றைய தினம் ஜப்பான் நாட்டின் ஹிரோஷிமா நகரின் மீது ஒரு கோடி சூரியன்கள் தோன்றியதாகத் தோற்றம் காட்டி 2 லட்சம் உயிர்களைக் குடித்த அமெரிக்க அணுகுண்டு தாக்குதல் பின்னர் அந் நகரில் இருளை உருவாக்கியது. அக் காரிருள் இன்று உலகம் முழுவதையும் சூழ்ந்திருக்கிறது.

ஹிரோஷிமாவைத் தொடர்ந்து நாகசாகியில் ஆகஸ்ட் 9ம் தேதி வீசப்பட்ட மற்றோர் அணுகுண்டுக்கு இதுவரை பலியானோர் 1.40 லட்சம். இக் குண்டு வெடிப்புகளில் உடல் தீப்பற்றி எரிந்து, நுரையீரல்கள் வெடித்து இறந்தவர்கள் மட்டுமன்றி கதிரியக்கத்தால் புற்றுநோய், மூளைக் கட்டிகள் ஏற்பட்டு தொடர்ந்து வந்த ஆண்டுகளில் பலர் இறந்தனர்.
இறந்தவர்களைக் கண்டு பொறாமைப்படும் அளவுக்கு கதிரியக்கத்துடன் வாழ்ந்தவர்கள், வாழ்பவர்கள் சொல்லொணா துயரம் தாங்கினர். இத் துயரத்தைக் கண்ணுற்ற பிறகும், 1945 முதல் இதுவரை உலகில் 1,28,000 அணுகுண்டுகள் தயாரிக்கப்பட்டுள்ளன. பல்வேறு அணு ஆயுதப் படைக்கலைப்பு ஒப்பந்தங்களுக்குப் பிறகும் உலகில் ஏறத்தாழ 27,000 அணு ஆயுதங்கள் உள்ளன.
அணு ஆயுத நாடுகள் என அறிவிக்கப்பட்டவைகளில் அமெரிக்காவில் 10,104 அணு ஆயுதங்கள் உள்ளன. ரஷியா - 16,000, இங்கிலாந்து - 200, பிரான்ஸ் - 350, சீனா - 200. அணு ஆயுத நாடுகள் என அறிவிக்கப்படாத இந்தியா, பாகிஸ்தான் நாடுகளில் மொத்தம் 110 அணு குண்டுகள் இருப்பதாகக் கணக்கிடப்பட்டுள்ளது. இஸ்ரேலில் 80 அணு ஆயுதங்கள் உள்ளன.

இவை தவிர அணு ஆயுதம் தயாரிக்கப் பயன்படும் நிலையில் உள்ள புளுட்டோனியம் அமெரிக்காவிடம் ஏராளமாக உள்ளது. 1945 முதல் இதுவரை 2,051 அணுவெடிப்பு சோதனைகள் நடைபெற்றுள்ளன. இவற்றில் 528 வான்வெளியில் நடத்தப்பட்டவை. இதன் மூலம் வெளியிடப்பட்ட கதிரியக்கத்தால் வரும் பல நூறு ஆண்டுகளில் ஆயிரக்கணக்கானோர் மடிவார்கள் என கணக்கிடப்பட்டுள்ளது. ஒவ்வொரு மெகா டன் அணு ஆயுத சோதனைக்கும் 10,000 பேர் இறப்பர் என சோவியத் விஞ்ஞானி ஆந்ரேய் சகாரவ் கணக்கிட்டுள்ளார்.
கார்பன் 14 என்ற கதிரியக்கப் பொருளை சுவாசிப்பதன் மூலம் ஏற்படும் புற்றுநோய், சாவுக்கு காரணமாக இருக்கும். இதன்படி அடுத்த சில நூறு ஆண்டுகளில் 50 லட்சம் பேர் இறக்கும் நிலை ஏற்படும். ஏனெனில் 5 அணுஆயுத நாடுகள் நடத்திய வான்வெளி சோதனையின் வெடிப்புத் திறன் 545 மெகா டன். இந் நிலையில் அமெரிக்கா நாடாளுமன்றம் முழுமையான அணுவெடிப்புச் சோதனை தடை ஒப்பந்தத்துக்கு (CTBT) இதுவரை ஒப்புதல் அளிக்கவில்லை. 1998ம் ஆண்டு அணுவெடிப்புச் சோதனை நடத்திய இந்தியா இந்த ஒப்பந்தத்தில் கையெழுத்திடவேயில்லை.

இப் பின்னணியில் தான் இந்திய - அமெரிக்க அணுசக்தி ஒத்துழைப்பு ஒப்பந்தம் இந்திய அணுஆயுதங்களின் எண்ணிக்கைப் பெருக்கத்துக்கு வழிவகுக்கும் என சமாதான இயக்கங்களைச் சேர்ந்தோர் அச்சம் தெரிவிக்கின்றனர்.
அணு ஆயுதங்களைத் தாங்கிச் செல்லும் ஏவுகணைகள் தயாரிப்பு, அணு ஆயுதம் ஏந்தும் நீர்மூழ்கிக் கப்பல் வாங்குவது, கட்டுப்பாட்டு அமைப்பை உருவாக்குவது ஆகியவற்றை உள்ளடக்கிய இந்திய அணு ஆயுதத் திட்டத்துக்கு ஆண்டுக்கு குறைந்தபட்சம் ரூ.8,000 கோடி வரை செலவாகும் என கணக்கிடப்பட்டுள்ளது.
ஏறக்குறைய இதே அளவு நிதியைத்தான் தொடக்கக் கல்விக்கு மத்திய அரசு ஆண்டுதோறும் ஒதுக்கி வருகிறது.
இந் நிலையில்தான், நிதிச்சுமையைக் காரணம் காட்டி, கல்வி பெறுவதை அடிப்படை உரிமையாக்கும் அரசியல் சட்டத் திருத்தத்தை நடைமுறைப்படுத்தும் பொறுப்பை மத்திய அரசு தட்டிக்கழிக்கிறது; இப் பொறுப்பை மாநில அரசுகள் மீது சுமத்தும் வகையில் மாதிரி சட்ட முன்வடிவை சட்டமாக்குமாறு நிர்பந்தித்து வருகிறது.

ஹேக் நகரில் அமைந்துள்ள சர்வதேச நீதிமன்றம் 1996ம் ஆண்டு ஜூலை 8ம் தேதி அணு ஆயுதங்கள் குறித்து தெரிவித்த கருத்து நினைவுகூரத்தக்கதாகும்.
"அணு ஆயுதங்களைப் பயன்படுத்துவோம் என்ற அச்சுறுத்தலோ, அணு ஆயுதங்களைப் பயன்படுத்துதலோ, போர்கள் குறித்த சர்வதேச சட்ட விதிகளை மீறுவதாகும்; குறிப்பாக சர்வதேச மனிதாபிமான சட்ட விதிகளை மீறுவதாகும்.'

ஏற்கெனவே ஐ.நா. சபையில் சுற்றுக்கு விடப்பட்டுள்ள வரைவு அணு ஆயுத உடன்படிக்கை (Neuclear Weapons Convention) "அணு ஆயுதங்களின் மேம்பாடு, சோதனை, உற்பத்தி, இருப்பு வைத்தல், மற்ற நாடுகளுக்கு வழங்குவது, பயன்படுத்துவது அல்லது பயன்படுத்தப்படும் என அச்சுறுத்துவது' ஆகியவற்றைத் தடை செய்வதுடன் அணு ஆயுதங்களை "முற்றிலும் ஒழிப்பது' ஆகிய பிரிவுகளைக் கொண்டுள்ளது. இது குறித்த பலதரப்பு பேச்சுவார்தையை முடிவுக்கு கொண்டு வந்து உடன்படிக்கைக்கு ஒப்புதல் அளிப்பது அவசர அவசியத் தேவையாகும்.

அடுத்ததா இந்த மும்பாய் குண்டு வெடிப்பு சம்பவம். முதலில் இறந்தவர்கள் குடும்பத்திற்கு ஆழ்ந்த அனுதாபங்கள். இந்த குண்டு வெடிப்பு சம்பவங்களின் போது நிலவும் பீதி,மரனபயம்,கூச்சல்,குழப்பம் இதெல்லாம் நான் கோயம்புத்தூர் குண்டு வெடிப்பு சம்பவத்தின் போது நேர்ல பார்த்திருக்கேன். 100 கோடிக்கும் அதிகமான மக்கள் தொகையும்,பல்வேறு இன, மொழி,மதம் சார்ந்த மக்கள் அதிக அளவில் வாழும் நம் நாட்டில், மதத்தின் பெயரால் சன்டைகள் நடந்துவரும் இந்த நூற்றான்டில் இது போன்ற குண்டு வெடிப்புகள் தவிர்க்க முடியாதவை என்றே எனக்குத் தோன்றுகிறது.இது போன்ற குண்டு வெடிப்புகள் இந்தியாவில் நிறுத்தப் படவேண்டும் என்றால், காஷ்மீர் பிரச்சினைக்குத் தீர்வு கானவேண்டும், இருவேரு மதக்குழுக்களிடயே ஒற்றுமை நிலவ வேண்டும்,மசூதியை இடித்த காட்டுமிரான்டிக் கூட்டம் திரும்பவும் மசூதியை கட்டித்தர முன்வரவேண்டும்,மசூதிக்காகப் போராடுகிறவர்கள் ராமருக்குக் கோவில் கட்ட முன்வரவேண்டும்,சிறுபான்மை இனமக்களின் ஒட்டு வங்கியை குறிவைத்து நடத்தும் அரசியல் முற்றிலும் நிறுத்தப் படவேண்டும்.இதெல்லாம் சர்வ நிச்சயமாக நடக்கப்போவதில்லை என்பதனால் இதன் மூலம் பாதிக்கப்பட்ட அதிருப்திக் குழுக்கள் மூலமாக இது போன்ற குண்டுவெடிப்பு சம்பவங்கள் நடந்தே தீரும் என்பது என் கருத்து. சில மாதம் முன்னால் Gartner என்ற Consulting firm நடத்திய Conference கு போன போது அங்க வந்த ஒரு கம்பனியோட பெரிய தலை lunch சாப்பிடும் போது சொன்னாரு, If i have the power to implement three things in the world then I can make this world very peaceful.

I came across this Ferengi's rules of acquistion recently.The word "Pure Profit" is something that interests you than anything else,then these rules can help you greatly.Rules that are in bold letters are the few rules that I have seen people using it in the past 1 year in the corporate world.

Who are Ferengi's?

Ferengi's are a spacefaring humanoid species native to the planet Ferenginar. Ferengi civilization was built on the ideals of free enterprise, where all other goals were subjugated to the pursuit of profit.

Ferengi's Rules of acquisition.

1. Once you have their money, you never give it back.

2. If you can't break a contract, bend it.

Folks,don't get scared looking at these pics.These are the front covers of cigarette pockets that are currently sold in Australia.Few months back,Australian health ministry came up with this new regulation on tobacco industry that all the cigarette pocket covers should have these pics.

These pictures depicts mouth and forefoot of the person affected by cigarette smoking.It'll be a good move if Indian govt adapts this regulation on Indian tobacco industry.P.M.K guys can ask Dr.Anbumani Ramdoss(Health Minister) to act in this regard instead of going behind Actress Kushboo.

Latest survey on Indian tobacco user says 50% of the males in Tamilnadu and Pondichery are smokers .This figure is increasing 2% per year .5 lakh people are dying each year coz of tobacco related decease all over the world.In 2030, this figure is gonna be like 30 lakhs.If we call Tsumani as catastrophic incident(coz of 2 lakhs deaths) of this century ,How are we gonna call these incidents?

Let's look at this issue from a different angle.people are smoking and this number is increasing day by day. India with over a billion population is an excellent market for tobocco industry.What does it means to you and me apart from the fact that we also get affected by passive smoking?.

Can we make money out of it?

YES.By buying stocks in ITC(Indian tobocco Company) we can make money in the long term.Some finaicial facts about ITC is listed below,

ITC sells seven of every 10 cigarettes in India.It had a 36 percent gain in profit before a one-time expense, as demand for its tobacco and agriculture products increased.

ITC, which is 32 percent owned by British American Tobacco, sells cigarettes through more than two million outlets. The company is set to take advantage of restrictions placed on overseas tobacco companies, including limits on local manufacturing, at a time when higher economic growth is spurring Indian smokers to shift to costlier brands.

ITC has added new businesses such as foods, matches, incense sticks, apparel, deodorants, greeting cards and rural retail chains in the past six years, reducing dependence on tobacco. ITC's revenue from its 60 hotels rose 45 percent to 2.63 billion rupees. Profit before tax and one-time gains or costs gained 72 percent to 978 million rupees.

Dipak Acharya, a fund manager from BOB Asset Management in Mumbai says, "ITC will be able to maintain its growth momentum,There is no threat of competition in cigarettes. In hotels there is undersupply of rooms, and in paper, demand is outstripping supply."

The company's cigarette sales increased 15 percent, hotel revenue gained 45 percent, paper sales rose 15.6 percent and agriculture business surged 56 percent in the quarter.

What happens if we don't make money?

If we don't make money then we lose money in the form of our tax.WHO says,India could loose US$236 billions of dollars from it's national income over the next ten years as a result of heart disease, stroke, cancer and diabetes.So,we'll better start making money in order to pay back later. :)

இந்த incident நான் India la படிக்கும் போது நடந்தது.வழக்கம்போல வெள்ளிக்கிழமை KG complex la சினிமா பார்த்துட்டு, நானும்,என்னோட நண்பர்கள் Mr.S um பாலாவும், பஸ்ல ஊருக்கு போய்ட்டு இருந்தோம்(மூனு பேருமே திருப்பூர்).இந்த incident la கதா நாயகன் நம்ம Mr.S தான்.பஸ்ல வலதுபுறமா இருக்கற ladies சீட்ல மூனுபேரும் ஜம்முனு உட்கார்ந்துட்டு வந்தோம். Hopes college la (Bus Stop)பஸ் நிக்கும் போது, ஒரு பொண்னு(Ms.V) , இந்த லட்சுமி,சரஸ்வதி,கமாட்சி, கடாட்சமெல்லாம் பொருந்திய பொண்னு அவுங்க,பஸ்ல ஏறினாங்க,ஏறினவங்க நேரா எங்க பக்கத்துல வந்து நின்னு, நாங்க சீட்ல உட்கார்ந்திறுக்கறத பார்துட்டு கேவலமா ஒரு look விட்டாங்க.அதையெல்லாம் கன்டுக்காம, நானும், Mr.S um அவுங்கள பார்த்து ரென்டு கையும் நீட்டினோம், கொஞ்சம் ஆச்சரியமா பார்த்துட்டு, தான் கொன்டு வந்த college bag கொடுத்தாங்க, நான் வாங்கி வெச்சுக்கிட்டேன்.

இந்த மாங்கா HOD,நான் வாங்கின Marks எல்லாம் வீட்டுக்கு அனுப்பிட்டாரே,வீட்ல என்ன சொல்லி சமாளிக்கலாம்னு யோசனைலயே இருந்தேன். அப்ப தான் நம்ம Mr.S எங்கிட்ட பேச ஆரம்பிச்சாரு. எங்க உரையாடலை கீழ படிங்க.

Mr.S : டேய்,அந்த பொண்னு நம்ம ஊருக்குதான்டா டிக்கெட் எடுத்துருக்கா.அந்த bagla ஒரு book எடுத்து எந்த காலேஜ்னு பாரு.

நான்:இருடா,கொஞ்ச தூரம் போகட்டும்,கூட்டம் வந்துரும்,யாருக்கும் தெரியாம பார்க்கலாம்.

நான்:இங்கபாரு, நான் வேற யோசனைல இருக்கறேன், disturb பன்னாத.

Mr.S :ஆமான்டா, வீட்டு அட்ரஸ் மாத்தி குடுடானு சொன்னபோது ஏதோ mark எடுத்து கிழிக்கறவன் மாதிரி பேசின!( திரும்பி Mr.S பாத்து முறைத்தேன்)

வயலும் வயல் சார்ந்த நீர் வளம் மிகுந்த நிலத்திலிருந்து வந்த என் நண்பி மருதம் ,"இன்ப துன்பம்" என்ற தலைப்பில் எனக்கு கொக்கி(Tag) போட்டு எழுதச்சொல்லியிருக்கிறாங்க.எந்த இன்ப துன்பத்திலிருந்து தொடங்குவது என்று தெரியவில்லை.முடிந்தவரை வரிசைப் படித்தியிருக்கிறேன்.

1.நான் இங்க படிச்சுட்டு இருந்த போது என்னோட முதல்(part-time) வேலை Melbourne Convention Centre la பாத்திரம் கழுவும் வேலை.இந்த வேலைக்கு ஒரே ஒரு நாள் தான் போனேன்.ராத்திரி 10 மணிக்கு தொடங்கி அடுத்த நாள் காலைல 9 மணிக்கு முடிக்கும் போது, எனக்கு பசி,வலி, Value of Money ,இது எல்லாம் என்னனு ஓரளவுக்கு தெரிஞ்சுச்சு.இதுல என்ன இன்பம்னா என்னோட account la 155$சம்பளமா போட்டாங்க,என்னோட முதல் சம்பளம்.பனம் என்னிப்பார்க முடியல,அதனால ஒரு நாளைக்கு 20,25 தடவ net bank la login பன்னி பார்த்துட்டே இருந்தேன்.அதுபோக சரியா 2 வருடத்துக்கப்பறம் இதே Melbourne Convention Centre la தான் எனக்கு Master of Business பட்டம் கொடுத்தாங்க.ரொம்ப சந்தோசமா இருந்தது.இப்பவெல்லாம் எதாவது Conference ku அங்க போகும் போது, நான் கழுவின plates எல்லாம் பார்த்தா, எனக்கு சிரிப்புதான் வருது.

2.என்னோட அடுத்த வேலை Coles super market la யும், kmart la யும் filling வேலை.காலைல 4.15 am க்கு எழுந்து 5 மணிக்கு வேலை ஆரம்பிக்கனும்.மதியம் 2 மணிக்கு வேலை முடிச்சுட்டு வீட்டுக்கு போய் சமைச்சு(break fast & Lunch), சாப்பிட்டு, University போவேன்.கொஞ்சம் கஷ்டம் தான். சில நாள் -13 degree la இருக்கும் freezer la ,Ice cream,frozen vegetables,etc எல்லாம் அடுக்கிவைக்கனும். நமக்கென்ன தலை எழுத்தானு தோனும், ஆனா கொஞ்ச நாள்ள பழகிடுச்சு.(just put your hands in the freezer for 5 mins, u'll know).இதுல என்ன இன்பம்னா அடுத்த வாரம் account la சேரும் டாலர்'s. இந்த வேலையில் கூடுதல் இன்பம் என்னவென்றால் தன் அம்மா,அப்பா தள்ளிக்கொன்டுவரும் Shopping trolly மேல் மகாரானியை போல் அமர்ந்து வரும் குழந்தைகள் தான்.தன் கண்ணங்களில் சாக்லேட்டின் கறையுடன் எதையாவது சாப்பிட்டுக்கொன்டே வரும் கொளுக் மொளுக்கென்றுருக்கும் குழந்தைகளை பார்க்கும் போதும், நான் அக்குழந்தைகளைப் பார்த்து கை அசைத்துச் சிரிக்கும் போது, வெட்கத்தால் முகத்தை மறைத்துக்கொன்டு சிரிக்கும் அக்குழந்தைகளைப் பார்க்கும்போது, எனக்குப் பசியோ,வேலையின் களைப்போ தெரிந்ததில்லை.கடவுளை தரிசித்து விட்டு பிரசாதமாக புளியோதரையோ,தயிர் சாதமோ சாப்பிட்டால் தான் பசி அடங்கும் ஆனால் குழந்தைகளை பார்தாலே பசி போய்விடுகிறது!

4.அரே yaar ,you are from India and you don't know hindi?.what a shame?.You are Indian and you don't know our national language??இந்த மாதிரி சில வட இந்திய ஜந்துக்கள் பேசுங்க.பயங்கர கஷ்டமாவும்,எரிச்ச்சலாவும் இருக்கும்.எங்கிட்ட இது மாதிரி யார் பேசினாலும் அவனுக்கு அப்ப நேரம் சரியில்லைனு அர்த்தம். Which ********* moron told you Hindi is our national language? I can speak two Indian language ,how many language u know you ************* idiot? இப்படி நல்ல பல வார்த்தைகளில் அர்ச்சனை செஞ்சுருவேன்.இதுல என்ன இன்பம்னா, சாம்பார் சரியா வராத கோபம்,Train late ah வரும் போது வரும் கோபம், Office la service providers SLA's meet பன்னாதபோது வரும் கோபம்,மற்றும் இன்னபிற கோபங்களை, இந்த மாதிரி சமயத்துல நல்லா திட்டி தீர்த்துக்கலாம்.மானாவாரியா வார்த்தைய அள்ளிப் போட்டு திட்டிட்டலாம்,மன்னிப்பு கேட்க வேன்டியது இல்லை.

5.குட்டை பாவடையோடு meetings ku வரும் Corporate பாப்பாவோடு சிரித்து பேசி Lunch சாப்பிடுவது இன்பம், ஆனால் அதுங்க வேக வைக்காம பச்சையா சாப்பிடும் இலை,தழைய நானும் சிரிச்சுட்டே சாப்பிடுவது, ரொம்ப ரொம்ப துன்பம்!

Sydney Trip.

Me and my friends had 4 days off during this Easter holidays.So,we decided to drive to Sydney for holiday.I had been to Sydney before, but that trip was purely work related one.I never had a chance to look arround Sydney then.This is the first holiday trip to sydney for me and few of my friends. We covered exactly 898 Kms(distance from my house to my friends house in Sydney) in 10 hrs with few stopovers. I'm posting some of the pics taken in our trip with some comments and info.

Sydney is a Financial capital of Australia with the population of arround 50 lakh ppl located in the state of New South Wales.Sydney is the most prefered destination in Aus for all the migrating population from all arround the world.It's not a planned city.you can see narrow roads unlike other Aus cities.

Harbour bridge is one of the iconic symbol of Australia.It connects South Sydney and North sydney. All the major IT industries are in North Sydney. Most of the Banking industries are in South Sydney. We can climb this bridge and you get a certificate after completion.Fee for that is 200$.

Cost of living in sydney is high compare to Melbourne.Cost of public transport is huge and the system is so stupid coz you got to buy seperate ticket for each mode of transport.On the other hand it's easy to find job here.Weather in sydney is quite good.Sydneians are very crazy about Rugby.Each suburbs in sydney got their own Rugby team.Sydney got lotsa good beaches.We just explored the city and spent lotsa time with our friends.

Formula One-Melbourne

I had very little knowledge about Formula One races before coming to AUS.After coming here, I learned a lot about the game and rules(It's changing every season now a days).I 've been following F1 for the last 4 years but I never been to any Grand prix events in Melbourne .I was always under the notion that watching it on TV will be more exciting than going to the venue coz I been to few cricket and tennis matches here but couldn't enjoy the game completely coz of the coverage issue.So, i always hesitate to go to any sporting events .

I went to the Grand prix event last Sunday just for the heck of it .OMG !! Trustme,I was completely speechless with the excitement.If you can't find a good spot(curved bend would be nice) then the speed and sound of the car will drive you crazy. Every year this event takes place in a place called Albert park otherwise knows as Lake side drive.This place is very near to the city with wonderful view.People can drive their cars on these roads.During Grand prix season these roads arround the lake are converted in to race track.

Plenty of people came to the venue this year unlike previous years.Few of my friends came down from Canberra for this.Me and my friends are present in both the pic below(kandu pidinga parkalam, he he)

Formula One post la Grand Prix models pathi eluthama vita sami kanna kuthidum.I guess these models are specially produced for events like this.enna oru height,structure ada ada superappu.Ferrari win panumnu nenachen they didn't even finish the laps but who cares as long as Ferrari models are there for us to entertain;). Readers virupam karanamaga, i've updated this post with 3 ferrari beauties.ensoyyyyyyyyy.(entha pappa ungaloda fav nu comment la solunga.Ambi ,don't say all pappa's ;) ).

இந்த பதிவில் நம்ம ஊரபத்தி கொஞ்சம் நல்ல விஷயம் பேசுவோம்.போன வாரம் நடந்து முடிந்த Commonwealth Games ல் இந்தியா 22 தங்கம்,17 வெள்ளி,11 வெண்களம் வாங்கி 4 place வந்தாங்க. Samresh Jung என்பவர் 5தங்கம்,1வெள்ளி,1வெண்களம் வாங்கி'Best Athlete of the 18th Commonwealth Games' award வாங்கினார்.இந்த Award வாங்கும் முதல் இந்தியர் இவர் தான்.அவருக்கு வாழ்த்துக்கள். இதுல highlight என்னன்னா closing day ceremony தான். நம்ம Bollywood பட்டாளம் Melbourne ஒரு கலக்கு கலக்கிட்டாங்க.எப்படின்னு கீழ இருக்கற படத்த பார்த்து தெரிஞ்சுக்கோங்க.

நம்ம அக்கா ஐஸ்வர்யா ராய்,பேரழகி பிரியங்கா சோப்ரா,ரானி முகர்ஜி,லாரா தத்தா(இந்த அம்மனி நம்ம Brain Lara வ கல்யானம் பன்னிட்டா லாரா லாரா ஆய்டுவாங்களா?hehe) Saif Ali khan,Sunil gavaskar,P.T.usha,Milka Singh,Vijay Amirtharaj etc etc இவங்க எல்லாரும் வந்திருந்தாங்க.

நம்ம ரானி முகர்ஜி ,Saif Ali Khan போட்ட பங்ரா Dance பார்த்த தொன்னூராயிரம் Melbourne மக்கள் பேச்சு மூச்சில்லாம அசந்துட்டாங்க,இதையெல்லாம் பார்த்த நம்ம Tony Blair(U.K prime Minister) வீட்டுக்காரம்மா வாய பொலந்ந்ந்ந்ந்ந்ந்துடாங்க,எப்படின்னு கீழ இருக்கற படத்த பாருங்க.

அன்பு நன்பர்களே Melbourne மண்ணில் நம்ம இந்தியா நிறைய தங்கம்(Commonwealth games) வாங்கினது உங்களுக்குத் தெரியும் ஆனா, உங்களுக்குத் தெரியாத ஒரு விஷயத்த பத்தி இப்ப சொல்லப்போறேன். இந்தியாவிலிருந்து இங்க வந்த (non-playing member, i mean supporting Staff) ஒருத்தர் அவர் தங்கி இருந்த ரூம(Room)சுத்தம் பன்ன வந்த பதினாறு வயசு பொன்ன(Australian) மெல்லம ஒரு தடவு தடவி பாத்துருக்கார்(sexual harrasment).அந்த பொன்னு சும்மா விடும்மா, போலிஸ்கிட்ட போட்டுகொடுத்துருச்சு,பாஸ்போர்ட்ட புடுங்கி வெச்சுட்டாங்க.நம்மாள இப்போ பேப்பர்லெல்லாம் "Indian-masseur"இப்படிதான் கூப்பிடராங்க.வந்தமா,ஊரெல்லாம் சுத்தி பாத்தமா,நாழு போஸ் குடுத்து போட்டோ எடுத்தமா,முழுங்கினமானு இல்லாம,கை வெக்கரிங்களா கையி,வெட்டிபுடுவாங்கப்பு.

Credit Card Shopping !!!

This post is based on the article i read last month.If you are using credit cards and paying bills on time(within interest free period) but still wondering about how banks make money out of it, then please read on.

Let's say you are spending 20000 on your credit card and paying the same on the last day of your interest free day to avoid interest.Does that mean bank has offered you interest free loan for 50 days?In a personal loans scenario,if you borrow 20000 with 11% interest for 50 days then you pay Rs=301.40 as interest for those 50 days.(i.e 20,000 * 11% * (50/365) = Rs. 301.40.) whereas in credit cards you are not paying single cent to your bank if you payback within your interest free days(50).I guess Citibank in India gives you 5% money back on your total amount spent on your credit card.Sounds fishy doesn't it? Let me explain,Say you are buying a camera worth of Rs 20000 from Sony world using your ICICI Visa Credit card.

You present your ICICI Bank credit card, a VISA card. Sony World swipes your card on a machine provided by Citibank.Lets call Citibank as the acquirer bank by Sony World. Sony World swipe the card on that machine, requesting authorization. Citibank communicates with the card issuer, ICICI Bank through VISA Network to check if the card is valid and has the required credit limit. ICICI Bank reviews and approves / declines which is communicated back to Sony World. You sign a receipt called Sales Draft given by Citibank. This is the obligation on your part to pay the money to ICICI Bank.Data on this receipt can be captured electronically and transmitted.

At the end of day or at the end of some period Sony World submits the receipt you signed to Citibank who pays Sony World the money. Sony World pays Citibank a fee called Merchant Discount .Let us say this is 6% of the sale value = 6% * 20,000 = Rs. 1200. Citibank sends the receipt electronically to a Visa data center which in turn sends it to ICICI Bank. ICICI Bank transfers the money to a settlement bank which in turn transfers the funds to Citibank. Citibank pays ICICI Bank an Interchange Fee of 4% of the sale value = 4% * 20,000 = Rs. 800. And 20 to 50 days later ICICI Bank gets the money from you and you don't have to pay the interest!!

So Sony World pays more than the interest that you should have paid for the loan that you take. You, as a cardholder have the following benefits,

1. Convenience of not having to carry cash.

2. Credit availability free of interest.

However what benefits does Sony World get for paying so much money? Isn't it more profitable for them to take cash? They can save as much as Rs.1200.Yes, and that's the secrete behind some other shops offering discount if you pay cash(Pay Less, Pay Cash) remember now.

On the other hand when you don't count the money that you are spending, you tend to buy more! This is called impulse purchase.Credit cards encourage impulse purchase. If you did not have access to credit card, you would not have bought the camera this month or may be not any time soon either. By accepting cards, the merchant is actually extending you credit at the risk of the card issuer. He pays money to the banks to carry that risk.Banks(ICICI,CITIBANK) uses this money to pay back to you when they announce 5% cash back. They insist that the Sales draft that you sign at the retailer should also be from the same(ICICI,CITI) Bank. This means they are saving on the Interchange Fee and also pay me a part of the Merchant Discount that they get.

If you have noticed, Banks gives you the cash back in the next credit card statement. They keep the cash back money for a maximum of 60 days before passing on a part to you. This accrues them interest too.Say if ICICI Bank earns an interest of 6% per annum for the cash they carry, they get Rs.1000 * 6% * (60/365) = Rs. 10 .That is not huge, but money nevertheless. when you consider that almost everyone in this city shops with a credit card these days, it is a big sum and same thing goes with Petrol cards as well. After home loans,credit cards is the main resource for banks revenue.Following chart explains the the whole process .

In my opinion,if you wanna save money then link your credit card with your savings account and always try to pay your bills by using your savings.

Introduction to Indian Caste Systems

Do you guys remember when you were introduced to the Indian Caste System for the first time in your life? Well, in this post I'm gonna write about my experience about how I got introduced to the Indian Caste System. I can very well remember that incident; I was studying in 3rd standard then. I did my schooling in Vasavi Vidyalam in Tirupur.It's a typical govt tamil medium school.There were 2 temples(Easwaran,Perumal kovil) near my school.Both temples are only 2 mins walking distance from my school. Me and my friend Ganapathi Subramaniam (he was my best friend) used to have lunch together those days.Some times we used to have lunch in one of those temples.

One fine day I was getting ready for school,i asked my amma what did she packed in my lunch box.She said fish kozhambu with smile on her face.At that time i wanted to ask her why she packed fish kozhambu coz she never used to give me any non-veg for lunch but as i was in a hurry to get ready to school, i forgot the whole conversation and went to school.In the afternoon, me and my friend Ganapathy went to Easwaran kovil to have our lunch. When ever we go there,the priest in that temple used to enquire Ganapathy about his family and what lunch we brought in that day and stuff.He was his relative.He did the same on that day as well and i said fish kozhambu calmly .He turned back angrily towards Ganapathy and he was looking so nervous(I really had no clue what's going on between them).

Priest then asked him exactly this,"intha mathire pasangaloda ellam en sera?"(why do u have friendship with these guys?)Ganapathy was going like, "Mama illa mama ivan antha mathire aagaram ellam konduvara mattan" and blah blah blah.(No uncle he won't bring that kind of food usually).Then the priest said to him not to have lunch with me that day and turned back and said to me if you bring mamisam then you shouldn't come to temple .I simply nodded at him.We both went to our usual place in that temple to have lunch.Ganapathy sat 20 m away from me.

To tell u guys honestly, i had no clue what so ever at that time about what's happening.I opened my lunch box and found Tomato Kozhambu instead of fish kozhambu.I found the reason for my mum's smile when she said fish kozhambu in the morning (my mum's tomato kozhamu tastes like fish curry).I was so happy to see tomato kozhambu .I stood up and said "dei Ganapathi enga amma thakali kozhamba chummanachuku meen kozhambunu solirukangada" by saying that i went near him.He started running with his lunch box and i was chasing and shouting at him like "dei ithu thakali kozhambu da Ganapathy".he went to that same priest .

I went to that priest and explained him the whole story.He laughed and said "inimel nee mamisam sapidaratha iruntha Ganapathy koda sera kudathu".I said ok.Later when i went home, i explained everything to my mum,the whole family was there.when i finished my story everyone had best laugh of their life. I had no clue for their laugh.My dad said," Ganapathy Iyer veetu paiyan da avan curry ellam sapida matan".I asked him y?he said something.I couldn't understand his explanation that stage.

When I think back now,I guess it wasn't a bad experience.Which priest on earth would allow you to have fish kozhambu inside the temple?Someone else in his place could have easily created hatred in mind about Iyers.Luckly that wasn't the case in my experience.

Day out with my CIO

I used to think that my CIO is coming to office for just to attend high level corporate meetings .I don't know how I developed this kind of thinking coz when ever I see him in his office(I can clearly see him from my desk)he'll be either talking to someone or listening to someone.If the board out side his office says he's OUT then if we check his calender, it'll probably say one of the following, Meeting with CEO,Meeting with CMG,Meeting with other corporate CIO's,Meeting with CFO or some Conference and so on.

I happened to spend my half day with him on March 1st .We both were involved in a project, showcasing IT capability of Victoria.That's during Commonwealth games.We had this meeting in the city on March 1st at 2.30 Pm,he was kind enough to offer me a lift to the city .He said to me that he's gonna catch up with some consultant in the city and they are gonna have a lunch .He asked me about my plans,I said to him that i'll meet him at 2.15 pm in Collins Place . You gonna explore the city are you? that was his instant reply .Everything was arranged,we left our office at 12 Pm, It took 45 mins for us to reach city.My whole perception about him and his job changed within that 45 mins,Boyyy i can't imagine the level of problems that he's facing as a CIO. He talked about the problems that he's facing in Budjet expenditure, Information Mgmt,ERP ,Telco system etc etc.(i can't elaborate here coz of Corporate ethics, he he).

We reached the city at 12.45 pm, we were lucky enough to find parking in some building(i guess Parking will become lucrative business in the future especially in India).Consultant was already waiting for him.He went with him to some restaurant.I took a train from parliament station and went to Melbourne Central station and had my lunch in one of the Indian restaurant, I had tomoto rice with chicken,hmm well, actually it's called chicken briyani here in this part of the world.After lunch I took train from Melbourne Central station to Parliament Station.Public transport in Melbourne is fantastic.

Many people who travelled all arround the world told me thisYou have the following modes of transport ,Train,Tram,Bus,Free City Circle trams.Once you buy a daily,weekly,monthly or 2 hr ticket, you can use your ticket in all modes of transport..Melbourne is very well (100%) planned city.Guess i have to post something about Melbourne City later.Anyway coming back to the point,I got down at Parliament station and went to Collins place.I just love this place,it's so colour full.

There were lotsa empty chairs on the other side of the collins space. I had a good 25 mins to spend in between,i settled in one of those chairs with coffee which i bought it from near by shop.I saw one white bloke struggling to do something in his girl friend face with his lips. he was trying to kiss her i guess,his height wasn't helping him much and yeah ,his girl friend 5 inch heels wasn't helping his purpose either.I guess there is only 2 options left for this poor chap, his gf shouldn't wear any heels and should bend down a bit when he's trying to kiss her or he should find another girl,preferably a short one.

There were lotsa pretty girls going in and arround that place but they are no way near to our pretty Coimbatore girls(should i say Tamilnadu girls or Indian Girls??).Few minitues later, I saw my CIO coming out from other side and i went and joined with him.

Instant Energy

I'm gonna talk about how i get instant enegy(nope,i'm not talking about any energy drinks available in the market ). On 28/07/2002 i boarded my flight to AUS to pursue my higher studies.Day before that (my birthday) i saw my mum writing something. When i was about to leave airport my mom gave that paper to me .I didn't realise the value of it by then.i just read that and smiled at her.I folded that paper and kept it in my suitcase.10 days after landing in AUS,i went through all the problems(accomodation,Food,Life style,Friends(i'm takling about real ,trustworthy friends,climate) that overseas student could face.One day when i was really down and was searching something in my suitcase, i happened to find that paper which my mom gave it to me.Hesitantly i started to read it again.Ohhh my god i couldn't believe the amount of energy that whole body felt after reading it.Thanks to my mom for reminding those words and thanks to the great work of two sensational genious in the history. Do you guys wanna know what those words are...Here it is.

Wealthiest man on earth

Who is the wealthiest man on earth rite now as i'm writing this Blog?Forbes magazine says it's Mr.Bill Gates.Let me tell you guys a true story that my mom told me when i went to India last time.

This guy(aged 12), i don't remember his name,let's call him as Hero.Hero lived with his family consists of 4 members.Dad,Mom and his younger bro .His family is a typical migrated family living in Tirupur. Hero coudln't continue his study after migrating to Tirupur due to money and livelihood problems .So our hero started to work in a local garment company(don't ask me any questions about child labour here),life was smooth,he went to work during the day,played with his friends during week end and some rare evenings.I was told that our hero is a very obedient guy,Every pay day once he get's his salary he used to give everything to his mom it seems.one day when he was working he had severe head ache so he came back to house and told his mom.Mom gave him a coffee and some medicine(God knows what that is).After a month or so,this head ache became regular routine in his life.Once this head ache comes and that's it. he can't do anything in that day. multiply migraine type of head ache by 5 times.that's the intensity of his head ache.So this had some impact on his work place,his boss was not happy coz he has to give salary for the day if our hero leaves home due to sick.So boss fired him from the job.So hero became jobless.But his head ache still tortured him.his mom took him to some priest to do some stupid thing(in tamil it's called Manthirakarathu).

Our hero started his job hunting .No company was ready to offer him a job due to Child labour law.Hero was really worried about livilihood issues surrounding his family.So he stepped up his job search but there wasn't any luck.worried hero decided to help his family at any cost.so he went to Chennai Silks (This happened during Depavali season) and started doing loading and unloading job(in Tamil Mootai thukarathu) and promptly gave the little money that he earned to his mom.Life wasn't that much smooth,head ache was still there.This time mom took him to the local Dr. Dr advised that he needs to see our hero's Scan report.poor mom didn't bother about it went back to Priest again.

Our hero was given over time work during deepavali season,head ache became a frequent visitor.One fine day while he was playing with his friends he had this head ache again, This time it's more severe pain. Our hero collapsed on the scene and people took him to hospital.Dr told his family that he's counting his hours due to brain tumour.After few hours our hero left this world to live in peace.I'm sure our hero is in heaven if there is one.

Coming back to the topic of this post,I can't accept any one as wealthiest man in the world when ever i think about our hero.I don't know why?

Welcome everyone,Good Day, Honestely i dunno what to write now. I'm now at the office ,started in this department just 5 days ago,previously i was in Development & Delivery team,now in CIO department as Business Analyst.people are fantastic here.My manager is really a nice man but always busy.I'm enjoying the quit period in the office now.have to learn a lot in this job.i shouldn't blog during office hour here after, it's still not clear what project i'll be given.i'm planning to ask something involved with our country companies,HCL is doing some project i guess, but not sure what they are doing.I dunno why i'm like this always surfing net,orkutting,reading magazines,following cricket via cricinfo. i know what i'm doing is not a good work ethics but can't help it.when i think back i always finish my job in time(Good excuse isn'it).i do all that only when i don't have anything(dei don't justify your vetti velai).But some one said you can as busy as you want at work ,i guess i need some motivation.
